A New Challenge: the Project Management Divide By José Moro Melón Project Management is the discipline of organizing and managing resources in a manner that can complete all the work required in the project within the defined scope, time and cost. A project is a temporary effort, unique and progressive, undertaken to create a product or service, also unique All of us who are dedicated to Project Management know the advantages of it (greater efficiency, lower cost and timeliness) and we know how necessary it is to compete in this global world. For some time now, companies are more interested in Project Management, aware of the improvements they can make to reduce costs and meet delivery dates of projects. There are still many companies and organizations that are not even aware of the improvements they can make with Project Management; they are completely unaware of Project Management. Fence project failed to corral project stakeholders By Kevin Archbold In the USA, immigration has long been a hot button issue in political circles. Areas of discussion include how many immigrants to allow into the US each year, and how to best prevent illegal immigration. One of the more visible elements of current policy has been the ongoing construction of a fence along a long stretch of the US-Mexico border. Most of the fence, part of the Secure Border Initiative (SBI), will look pretty much like you would expect a fence to look like. But, south of Tucson, AZ there is an experimental prototype fence – a “virtual” fence, also known as Project 28, that is not a physical barrier, but a series of cameras, detectors, and sensors. We recently learned that the US federal government will scrap the $20 million prototype virtual fence because it has been deemed to be “insufficient”. The prime contractor will apparently replace the entire system with a new series of towers and communication equipment. On the one hand, you could argue that prototypes are never intended to be kept. Their whole purpose is to be able to cost-effectively test systems and concepts, and then create new systems based on what you have learned. Read complete paper in English
Multi Criteria Project Evaluation and Prosperous Africa By Getachew Teklemariam Alemu Development is a multi-faceted agenda where intricated web of relationships exist between the economic, social, cultural and environmental elements demanding a thoughtful synchronization to its realization. In keeping the balance between the varying elements, human decision-making will have a lot to put forward. Had the decision been made taking into account every bit of the system as significant, a balance may be maintained while the development could be healthy. But if the decision had looked over any single unit, then the consequences might be as huge as economic collapse, disharmonization of society and irreversible environmental damage. Development decision-making would be made at different levels of planning and implementation of development interventions. Ranging from policy level decisions; which are broad, comprehensive, managerial, mostly politically-motivated and costly, to project level decisions; which are detailed, technical, issue-based, and less costly, decisions are undertaken at different junctures of the pyramid. Aside some commonalties, the level at which a given decision is made would have a detrimental effect on both the essentials to be comprised in the decision process and the consequences thereof. In going up the pyramid from project planning and implementation to policy planning and implementation, scope and impact of the decision process would get more extensive.
