Project Management Update from Kigali

Introduction

The year 2010 is ending. A lot of things have happened in the area of project management. But as I shared with our readers at the beginning of the year, project management professionalization has not yet taken root. What I mean is that we still have just a few certified project managers, there are still a few companies and organizations that are using international project management methodologies, and we still do not have universities offering specialised project management training.

In this last issue in 2010, I would like to share a few points on what is taking place in Rwanda in the area of project management. 

Possibility of Project Managers in Rwanda signing performance contracts

Rwanda’s Ministry of Finance and Economic Planning, in conjunction with the One United Nations Family in Rwanda, launched a joint monitoring and evaluation system in the country. With development projects, worth billions, already in progress, there must be effective monitoring and evaluation mechanisms to ensure that these projects leave positive results. Equipped with the required skills, officials will be able to monitor and to assess these programmes efficiently. For projects to succeed, performance contracts must be signed between the Government and project managers and coordinators.

These home-grown performance contracts must be based on what the projects intend to achieve when and how. Experience has shown that performance contracts are vital, and have paid off since they set clear vision and guidelines to follow. These contracts will be based on benchmarks that will ensure the success of the projects. Rwanda’s economy has reached a point where its full potential needs to be tapped, and this can be achieved through constant monitoring, evaluation and accountability. The move by the Ministry of Finance and Economic Planning and the One UN-Family, is also happening at a time when the entire economy is seeing positive growth prospects. What Rwandans now need is continuity to build on the achievements reached in the past sixteen years.

Isaac Nyarwaya is an International Correspondent for PMForum and PM World Today in Rwanda. He has over 9 years of project management experience in the NGO sector, United Nations Office for Project Services (UNOPS), and recently in the private sector. He holds a Bachelors Degree in Management with Distinction from the National University of Rwanda and a Masters in Business Administration (MBA) in Project Management from the Maastricht School of Management. He also has a PRINCE2 (Foundation) Certification and is scheduled to sit for the PMP exam this year. He has been a member of the Project Management Institute (PMI) since 1997. Mr. Nyarwaya is in the process of establishing the Centre for Project Management Excellence (CPME Ltd) in Kigali to conduct project management related consultancy, training, research and publication. He is also a visiting lecturer at the Independent Institute of Lay Adventists of Kigali (INILAK). Isaac is committed to promoting professional project management in Rwanda and he dreams of having many certified project managers and a professional project management body in the country one day.
