Ethnic Federalism and Project Management in Ethiopia
The beauty of the world underlies in its diversity. People living at each corner of the world have their own lifestyle, culture, tradition, religion and affiliations. But, they all divide one world making their interrelationship mandatory. As they share the life-sustaining resources of the world, and consistently seek for more of their potential, it would be inevitable that they communicate each other. Lately, “state” has appeared to as an agreed upon institutional framework within which people willingly would mold their co-existence. Provided that the co-existence may face many hurdles, the state has a vested power to look after the hurdles and take appropriate measures to reinstate normalcy. Yet, it all happens with the full willingness of its citizens (as manifested by an agreed upon constitutional order).
The structural setup of the governing unit of the state differs between nations based on the ideological background it is lied up on, and other different aspects (geography, ethnic composition, population number, past-history, communication infrastructure availability etc). For example, the current governmental structure of Ethiopia is ethnic federalism, a federal governmental structure where one of the foundations of provincial classification is ethnicity. Undeniably, the structure has contributed a lot to the current economic development, and overall stability of the country. Yet, it all often happens without a thoughtful and synchronized implementation, and management of development projects. What are the essential project management dogmas for an ethnically federalist country like Ethiopia, which would help to ensure development and stability?
