Promoting EVM in the government in India

How to promote Earned Value Management in the Government?
This was a topic of a group discussion held at Chennai on 21st Feb 2009 . It was part of one day seminar on “Performance Management using Earned Value” organized by AACE Intl - South India section.
Ironically, while the concept of Earned Value started with certain sections of the government in the US, it is still a challenge in most parts of the world in applying and implementing it . The government is also a sector where EV could be found most beneficial - because of rampant schedule and cost over-runs which are more a rule than an exception.

About the Author Raju Rao, PMP, is an International Correspondent for PMForum and PM World Today in Chennai, India. Mr. Rao is also principal consultant for Xtraplus Solutions, a PM consulting and training company based in Chennai. Mr. Rao has a B.Tech degree in Chemical Engineering from the University of Madras, India; a Diploma in Management from the University of Bombay; an Advanced PM certificate from Stanford University; and a certificate from IIM Calcutta.
