![]() Interview with Ms. Laura Pedretti President of the PMI Buenos Aires Chapter
The following interview was performed via email with Ms. Laura Pedretti, with the objective of learning more about the activities of the PMI Chapter in Buenos Aires, Argentina. We thank Ms. Pedretti for her kindness and responsiveness to PMWT. PMWT – Which is the picture of PMI in Argentina and particularly in the Buenos Aires Chapter? Ms. Pedretti - During the last couple of years we have seen a constant growth of the profession. This is not necessarily reflected in the amount of members of the chapter, although lately and according to worldwide trends, there has been a high rotation of memberships in our chapter. Our chapter is actually composed of 215 members. PMWT – Which is the main mission of the Buenos Aires PMI Chapter? Ms. Pedretti - The main mission of our chapter is to spread information of our profession, and to support its growth. PMWT – What is the actual level of interest in Argentina about Project Management? Is there any industry that demonstrates more interest on it? Ms. Pedretti - Making history, PMI came to our country practically with the technology industry since these companies included it on their global job descriptions. Today this trend has been reverted; interest on PM is uniformly distributed within technology, engineering and construction industries. It is certainly in the overall interest of the nation that the present government is making efforts to achieve peace in the troubled area. For peace, in the oil-rich Niger Delta is a necessity for not only the constructive exploitation of the oil and gas reserves but also for the development of other ancillary national economic activities. In this report, we take a look at the impact of the Niger Delta unrest on projects at the Port Harcourt International Airport, in the petroleum refineries and for the national electric power supply.

The Software Sector Promotes Project Management in Ecuador Interview with the Executive Director of the Ecuadorian Association of Software
A fundamental actor for the insertion of best practices in Project Management in Ecuador has been the AESOFT (Ecuadorian Association of Software). Created in 1995 this organization includes production, distributors and software development companies as well as companies dedicated to providing services related to software and technology. During the last years, The AESOFT has organized courses and encourages its members in the adoption of methodologies and processes related to Project Management. To understand AESOFT´s vision and future plans, PMWT interviewed Miguel Angel Rodriguez, Executive Director of this organization. PMTW: What role is the AESOFT performing in the propagation of knowledge on the best practices in Project Management into Ecuadorian organizations? AESOFT: At this time the AESOFT is building a “Route of Competitiveness”. This belongs to a strategy that allows each of our members to include international standards. An important component of this route is the CMMI Model (Capability Maturity Model Integration). During previous experiences implementing CMMI, we identified that it is beneficial to have certified Project Managers. These professionals will contribute with best practices, a worldwide accepted methodology, and closing gaps in the quality processes that companies require.

The Project Management Evaluation
in the Private Construction Sector The evolution that the Project Management sector has experimented during the last years, demonstrates in a clear way the mind change in the Spanish Construction sector. Traditionally, Project Management was understood as a unique and exclusive tool for single and big projects like big industrial plants, commercial centers, business centers. In all of them, the volume did not justify the need for project management. However the residential model, with a different approach, has understood that it may take advantage of all the benefits of Project Management. That way the private Construction sector takes advantage of the presence of Project Management as important. Most of promoters firms that are adopting this practice have started that activity because the need for externalizing their technical departments, then facilitating new services provided by Project Management companies. Greek Elections and Fires are Over! On Sept. the 16th early elections took place in Greece. As expected, the current Government with Prime Minister Mr. Constantinos Karamanlis won the elections. The new government was announced on Sept. the 20th. The new government puts a lot of effort for the reconstruction of the burned areas by last month’s fires. Fires caused a lot of damage! The result of fires during August was:
Reconstructing the Burned Areas in Greece!Until now, hundreds of millions of Euros were raised by a charity in order to help the people in the burned areas. More hundreds of millions of Euros will be given by the Government and the European Union for the complete reconstruction of the burned areas. This reconstruction will generate hundreds of new projects in the next 3 to 18 months with project management being a “tool” for managing all these projects. Read complete report in English

Project Management Event This project management event/seminar was open to the community on a complimentary/no cost basis. The event took place on 1 September 2007 and was sponsored in partnership between SUKAD FZ-LLC (SUKAD) (www.sukad.com), a leading project management training and consultancy provider based in the UAE and providing services across the Middle East, and Dubai Knowledge Village (DKV) (www.kv.ae), the world’s only Free Zone totally dedicated and focused on human resource development. This event was quite successful and well organized. During the 4 hours event, that combined learning with networking and an opportunity to discuss the new association that is being formed, see next article. During this event, three PMI® Leaders (graduate of the Leadership Institute Masters Class – LIMC), each led a presentation on a topic of interest. It happens that three speakers are also known to PMForum and PM World Today readers, since the three are international correspondents from Greece, Switzerland, and the UAE and these are Theofanis Giotis, Alexander Matthey, and Mounir Ajam, respectively. Project Management in Perú Reconstruction Management By José Carlos Machicao
These months were busy for all Peruvians, the earthquake (reported before at www.PMForum.com) made all of us ask ourselves why so much solidarity went so wrong and the service to the victims went so slowly. But at the same time, the press and all media asked about what the solution was for those problems. At the end of the same month, the PMI Lima Chapter Congress (August 29th) was planned and it was a complete success: more than 350 people had 3 tracks of conferences and during the event. Although this would be enough, an Agreement sponsored by the PMI GovSIG and the General Direction of Multiyear Programming (from the Ministry of Economy and Finance) was signed. At the end of the event the PMI Lima Chapter proposed a talk about the consequences of the earthquake. Based on the many articles published by project managers, the PMI Lima Chapter decided to have another event to present an action plan to help the Government organization that was created to lead the reconstruction of those cities that collapsed after the earthquake.
UK Project Management Round Up By Miles Shepherd Another Government Project Management Failure
The House of Commons Public Accounts Committee (PAC) has criticised a key Department for a range of major project management failures. Edward Leigh, PAC chairman, described the development of the Department of Environment, Food and Rural Affairs (Defra) Rural Payments Agency (RPA) as "a master-class in bad decision making". Reports According to Contractor UK, the contractor portal, the project broke so many of the rules of government IT project management, painfully established over more than three decades, that it ought to be included in the training of all government technology staff and senior civil servants. ![]() Planning for DYNAMICS 2008 Project Management Symposium in Full Swing By Ahmet Taspinar After a long hiatus, during which period we missed a couple of monthly reports due to a hot and dry Summer vacation in Turkey, here we are, back to reporting on the progress of the DYNAMICS 2008 project. DYNAMICS is the name of the Annual Turkish Project Management Congress ( = Symposium ) that has been held nine times in the last ten years. Until last year it was organized by IPYD, the Istanbul Society of Project Management as a Turkish national Project Management Congress. We have made this annual event a cooperative one with IPYD and PMI Turkey, centered in Ankara, collaborating. DYNAMICS 2008 is being planned as a global event with speakers, and hopefully attendees, from all over the world.

![]() Project Management News By Manfred Rieck I would like to give you an update on the German project landscape. So having a look at the economy the economical atmosphere in Germany is still good and the salary increases – but slowly. Due to the lack of high skilled personnel in Germany, the boundary for Eastern European engineers opens in November. Engineers from the twelve EU countries can be hired without investigating in the German labor market first whether the skills are available. The Secretary of Labor Franz Müntefering underlined that German employees should still be preferred. But at the latest in 2011 the European labor market is planned to be aligned, so every habitant can work in every European country without restrictions. Furthermore the EU- Justice-Commissioner Franco Frattini introduced the concept of a ‘Blue EU Labor card’. This work permit is planned to be distributed to high qualified employees in a summary procedure. The candidate needs a contract of labor, a qualification confirmation and a salary significantly higher than the wage floor. But this concept is still under discussion and German politics don’t accept that labor politics is made from the EU. They argue that labor politics needs to be the responsibility of national Government – as Germany still has ~ 3 Million jobless persons. Industry welcomes this approach as it promises to close the skill gap in the labor market and improves the German economy. The current approach using the Green Card where employees need to earn at least 85.000 EURO/year is not feasible for SMB.
