January is the month in which most Argentineans leave on vacation, since it is summer time. Most of the citizens of the central cities like Rosario, Cordoba and Buenos Aires, where most of the economical activity of the country happens, depart from their cities looking for more refreshing weather in the southern Atlantic coasts. Projects often slow down until mid February, and since most executives are relaxing on the beach, major decisions are not often taken at this time of the year. This is not my case, since I am involved in a major shutdown project at a major paper mill in the Rosario Region. We have been working non-stop since January 4th, and according to plans work will continue until mid February. I was not expecting to have anything to share with PM World Today readers this month, since nothing major is really happening in the country. I am also not yet ready to share lessons learned from the shutdown project, and of course, due to the shutdown my free time is very limited now for in-depth bibliography reviews or any type of analysis.

How is Project Management life in Germany? By Manfred Rieck
The year has started in Germany with some VAT increase of 3% towards 19%, which was expected as a brake for the economy – but industry is optimistic. After a short hole at end of January the growth engine moves on. Here are some details. Project Updates and News The German army signed end of December a 7.1 Billion Euro contract with IBM and Siemens to renew their communication infrastructure. With this “Herkules” titled project the German army updates their IT. This public private partnership is the largest in Europe today. Siemens is responsible for the maintenance and renewal of the systems at more than 1.500 locations in Germany with 140.000 computer systems, 7.000 servers, 300.000 phones and 150.000 mobile phones whereas IBM is responsible for the data center and application update. Project Management in Peru: A Status Report By Jose Machicao
Project management is boiling in Peru right now. Within the private sector, according to Prompex (the government agency to promote exports in Peru), exports increased almost 50% from 2005 to 2006, the price of mineral (one of the most important Peruvian products) raised unexpectedly Within the public sector, Peruvian Government is nowadays being transformed from a centralized administration to a decentralized administration. This means that Regional and Local Governments are being consolidated as a new policy and…of course… projects factories. This fact is transforming the way government has been managed, and is creating a unique opportunity to define important reform projects, consequently demanding project management skills to do the process rightly. In this context, the legislation about the National Public Investment System (SNIP) is being updated, and as reported before at PM Forum.org, government authorities are approaching project management institutions. In fact, Mr. Miguel Priale, Director of the SNIP, became a member of PMI® and PMI GovSIG last month.

PM in the UK Today - Teaching the Project Manager!
Project Management (PM) in the UK is a well established occupation. The principle PM organisation in UK, the Association for Project Management (APM), has been established for more than 30 year and its certification system has roots reaching back for almost as long. There is a well-established industry that supports the aspiring PM and offers a wide range of courses from simple training in use of computer based support tools through technical subjects like scheduling to the more recent soft skills in risk and stakeholder management. A glance at the specialist press such as APM’s in house news magazine, Project, or the widely respected Project Manager Today provide details of dozens of courses, some geared towards formal certification from APM or PMI, some more broadly based – but all are commercially available.

Project Management in Romania
On the evening of January 18th, somewhere in downtown Bucharest City in mid mild winter, the PMI Romanian chapter announced its monthly session with a major highlight, among other issues on the agenda: Election Day for the new PMI Chapter Board. A stylish and modern hotel conference room had been selected to host this meeting of a group of individuals who are supposed to shape the Romanian project management landscape. Attendees at the meeting included project management professionals, practitioners, PMPs and PMI fellows, and specialists from the information technology & communications (IT&C) industry, construction field, trainers and candidates. All were gathered together in the same room with one thought in mind: to show the new Project Management era. Unfortunately, for some participants, it seemed to be an opportunity to try to settle some personal matters which have clouded the professional atmosphere in the recent past.
