Project Management
in Australia
End of November 2007

Rachael Robertson, Station Leader for the 58th Australian National Antarctic Research Expedition to Davis Station, presented to PMI Melbourne Chapter on 27th November.

The Australian Antarctic Division manages Australia’s scientific research program in Antarctica. Australia claims 44% of Antarctica and is responsible for four stations:  Casey, Davis and Mawson on the Antarctic continent and Macquarie Island in the sub-Antarctic.  Rachael Robertson was seconded to the AAD from her position as a Senior Manager with Parks Victoria. Rachael is the Chief Ranger for the Port Phillip District.  

Rachael calls herself an accidental expeditionist, answered a job advertisement in ‘The Age’, followed by a week-long intensive boot camp with 14 other people as an interview for the position.  Rachael survived with flying colours and as an outcome was offered the job!

With breathtaking photographs and plenty of humour, Rachael Robertson reencountered her leadership and team building experiences from a year in the highest, driest, coldest and windiest place on earth.

After managing a highly complex operation with the added challenge of isolation and extreme risk to life, Rachael's presentation focused on the lessons she learnt from her most challenging leadership role to date.

Before her departure, Rachael Robertson underwent three months training in Hobart before setting sail for the three week voyage through the Southern Ocean to Davis Station.

FUTURE SKILLS NEEDS

What Role for Project Management Imperative?

Ireland has a population of just over 4.2 million persons.  During the period 2001-2006, the average annual employment growth was 3.2% and an estimated additional 300,000 jobs were created in the economy.

Following a strong economic performance in 2006, with GNP growth of 7.4% and employment growth of 4.4%, the economy is expected to revert to a more sustainable growth path.

The Expert Group on Future Skills Needs – a government established body - conducts research, hosts conferences and publishes reports on skills and occupational trends in Ireland. Part of its remit is to:

  • Identify the skills required for Ireland to make the transition to a competitive, innovation-driven, knowledge-based, participative and inclusive economy by 2020;

  • Provide projections of the labour force’s skills profile required to make the transition to such an economy and compare that profile to the profile which the current projected output will yield;

  • Provide training and education objectives where gaps and deficiencies are evident between the desirable situation and the likely supply; and

  • Examine the underpinning arguments for investment in skills development in Ireland to achieve the stated objectives of enterprise policy.

The Maturity Model (in the PDF of the complete report) shows Austria as a project-oriented nation in 2007 with an overall maturity of 2,88. The first seven axes of the spider web including Project Management, Programme Management etc. show the PM Practices represented by 76 analysed Austrian project-oriented companies. For visualising Austria as a project-oriented Nation the additional dimensions Project Manag-ement-related Education, Re-search and Marketing have been analysed on a national level.

Project Management in South Africa
End of November 2007

Project Management Standards: South Africa’s role in ISO’s workgroup PC 236.

Notwithstanding gallant efforts and timeous arrangements, South Africa unfortunately missed the first meeting of PC 236 in London during the last week in October, due to beaurocratic blunders by the local standards agency. Project managers expressed their disgust at the poor performance of the agency, and demanded a serious improvement of performance.

Invitations to various organizations and academia to attend a meeting to form a National Technical Committee could not be arranged in 3 months, and the meeting called eventually was on such short notice that only 4 persons attended, which was too few to form an NTC. This meeting was less than 5 days before the commencement of the London meeting – agreed as being too late to send a contingent from South Africa. It was agreed that another meeting will be arranged for late January/early February 2008 to ensure a properly constituted NTC is formed in time for the next ISO PC 236 meeting.

After numerous undertakings by the local standards agency arrangements for the next meeting is expected to improve drastically.

The Project Manager Profession at a turning point: PM practitioners must face the main public stakeholders

Seeing the advancement of social life in my country, I wonder myself how a professional could more easily find his or her way in this turmoil of technology, progress and struggle for a better life.

One can be confused and, approaching the hard rocky road of a career path, misled by one signal arriving from an unverified source. It would be better to use professional networking and qualified sources of information to help find the best answers and to stay on the right track within the professional framework.

As a project manager you always have to be both guarding and proactive within your team and with the project issues and problems, to work them out as soon as they come up. But isn’t this true as well with our profession problems, when facing government, academia, industry, and individual leaders (not necessarily in this order) and when we are trying to locate ourselves within these stakeholders’ panel?

This article is not about being passive, but rather suggests that we persuade these main four entities into the project management profession.  It is about actively influencing all of them, advocating for the profession and giving a strong signal to those behind.  I am one of those who brought to the Romania PMI Chapter’s attention the concept of marketing the profession when it became clear that these four stakeholder groups in Romania know less than they should about professional project management.

UK Project Management Round Up

Project Completions!

The past month has seen the completions of some very significant projects in the UK.  Perhaps the most eye catching was the opening of St Pancras Station by HM The Queen.  The glittering ceremony marked the end of one major element in a series of related projects around high speed transport.  This programme included the provision of a high speed link between London and the Channel Tunnel and the move of the London end of the Eurostar link from Waterloo in south London to St Pancras.  The time saving is minimal (around 20 - 30 minutes between London and Paris or Brussels) but the trip from Central London compares favourably with air travel.

French PM associations’ activity is burning up in this end of year

Project Management professional associations delivered a huge number of PM conferences during the last weeks around France. It shows a growing interest for this discipline from the public. Let’s come back on some of these events:

  • Multiculturalism in projects: break or motor of the enterprise? At Aix en Provence (PMI France Sud)

  • Risk quantitative analysis in projects at Paris (PMI Paris) with Philippe Stollsteiner, Projiris, who will discuss risk management and its tools, and Lessons Learned from the oil industry with Saipem.

  • Lessons Learned from an industrial project: Methan terminal at Fos at Marseille (PMI France Sud)

  • Investment project at Lyon (AFAV Rhône-Alpes Auvergne). AFAV, the French value analysis association, reported on choice and optimization processes which are implemented and their evaluation criteria;

  • Human Resources in PM at Grenoble (PMI France Sud)

  • Progress of an industrial affair at Villiers les Nancy (AFITEP Lorraine) where the incidence of the business negotiation and the importance of adapting the methodology were highlighted by Pascal Lambert, Business Engineer, Soderel;

  • How to manage successfully project virtual teams? And how to utilize well collaborative tools? At Toulouse (PMI France Sud). Fabrice Tocci, PMP, Project Manager, Wireless & Mobile Solution group, gathered useful subjects to answer to the following questions:

    • What is a team?

    • Why the use of virtual teams is raising?

    • Benefits and problems of virtual teams,

    • How to deal with communication issues in this context,

    • Collaborative tools;

  • Management control and Projects at Paris (SMaP) with Herbert Gourden, Solving, who disserted on management dialogue, and Frédéric Thos, Argain, who exposed difficulties of the matrice organization;

  • Innovation management at Paris: what stakes for the company? What organization? At Paris (AFITEP)

  • Innovation and projects at Sophia Antipolis (PMI France Sud). This session which had a great success, was led by Pascal Sire, IBM, who presented the TRIZ method to resolve invention issues. This method is also an outstanding tool to collect lessons learned during a project closure.

  • The management system of an engineering, specificities of a project oriented company at Paris (AFITEP). Philippe Ialynko, Quality Manager at Systra, recalled quality management principles to the audience, and described the organization of an engineering company to deliver its projects.

  • PM norms at Nancy (AFITEP Lorraine) presented by Bertrand Denis, QSE Auditor.

Greek Project Management Congress 2007 was a great success!

Project Management Congress 2007 in Greece: 300 delegates attended!

The PMI Greece Chapter co-organized with Boussias Communications the biggest Project Management Congress in Greece for the 2nd year. The congress “Achieving Project Management Excellence using Best Practices” was held in Athens, Greece, at 29th of November 2007. More than 300 delegates attended the congress.

The Greek Project Management Congress 2007 commenced at 09.00 by Dr. George Diakonikolaou, PMI GREECE Chapter Steering Committee member and Congress President.  Welcome speeches were given by the following:

It is the Conference Season in the UAE

The last quarter of the year is a busy period in the United Arab Emirates, and mostly in Dubai. The weather is great, nice and warm with cool breazes starting to come it. It is also known as the Conference Seasons with so many conferences going on, many with global prominance.

The Dubai Air Show

A big show in town was the recent Dubai Air Show of global prominance and that takes place every other year in the Emirate of Dubai. The big news here in such a show is always who is getting more contracts, Airbus or Boeing, and who is placing the largest orders for all type of airplanes. The show was conculded with record orders and hot competition as usual.

The Big 5 Show

The Big 5 is another major show that takes place on annual basis and focus on the construction industry. This event attracts contractors and developers among many others to see the latest in the building and construction industry and equipment.

Construction Week Conference

The author has the privileage of being invited to this event and it is the first annual event for Construction Week, a weekly magazine published in English from Dubai and that focuses on the construction industry. Various major themes were presented at this 2-days event with the first morning focusing on “green buildings. A recent ruling by the government of Dubai has mandated that starting in January 2008 all new buidlings must comply with “green building standards”.

from Germany

As you became already aware in my former reports for PMForum, I like to reflect the business atmosphere in Germany in the reports – focusing on project management but looking beyond the end of the profession’s nose. In terms of project management there are still strong requests from the labor market in Germany and the profession becomes more and more accepted. I’m in discussion with large organizations in several industries, which are on the way to implement project management components (e.g. a PM curriculum or a methodology). Some of them are in the decision process for the right method, mostly PMI vs. GPM vs. Prince 2 others are already planning the appropriate change program. However, we are all aware that this organizational change takes several years, but the Project Management profession is an excellent approach preparing for a highly flexible environment, which is mandatory to survey in the globalized world!

Here are some business insights. Looking at the German economy the numbers are still good, the Ifo-index mirroring the business climate in Germany is slightly increased for 0.3 points in November towards 104.2 and the expected GDP will grow 1.8% in 2008 (source: Commerzbank, compared to 2.2% in 2007) seems to be optimistic but still realistic. However the growth is flattening, the high Euro is expected to lead to a reduction of our exports and we have a inflation of 3.1 % in November re the prices for Oil and Gas. On the other hand the number of unemployed habitants is still decreasing and the tax income is higher than expected – a very diverse picture of Germany’s economy.
