4th Annual Project Management Forum in Romania -
A Brief Report

Reported by Florin Gheorghiu PMP, in Bucharest, Romania

On October the 30th at the JW Marriott Grand Hotel in Bucharest, the Fourth edition of the Romanian Project Management Forum took place as a result of a combination involving CODECS, a traditional PM Forum organizer and a well known and reputed training provider on one side, and TotalSoft, Microsoft and Lucent-Alcatel as organizing partners on the other side.

About 250 invitees crowded into the Ballroom for the opening session displaying a panel of keynote speakers among others as Michel Thiry, Managing Partner, Valense Ltd., Organizational Consultants, PMP, TVM, FAPM, PMI Fellow; Mike Poulson, Managing Director, Wilson Learning Europe; and Steve Armstrong, PM Consultant, Training Course Director at - The Open University, Great Britain.

Michel Thiry (pictured) spoke to the audience about portfolio management as a management-approach and tool meant to line up both the corporates’ strategies with the internal resources as well as of the program management as a business strategy for delivering the Companies’ projects. The theme of Program Management came at the very moment of launching the new PMI credential of PgMP (Program Management Profesional) recognizing those valuable practitioners on a broader field of Programs.

Steve Armstrong debated and delivered his presentation of success and critical factors deserving to be watched when a project unfolds, and specifically on modeling the relationships and dependencies within the project resource pool towards the project’s goal.

Mike Poulson contributed for about three hours to the Forum topics, keeping the focus concentrated on conflict management issues, conflict prevention techniques, and engaging the public into interactive bi-directional talks. In the end, a Conflict Resolving Plan was given to the workshop attendees, as it was stated that it would help working out conflicting situations within a team.

The Romanian PM Forum was structured in two parts, one opening session that gathered in one assembling room both the audience and the speakers’ panel and four separate, parallel workshops having the generic and intuitive names as:

  • Find out! - Successful testimonials in PM

  • Do Act! – Methodologies, tools and techniques applicable in PM

  • Be you the One! – From the technicality of PM field to adaptation and change

  • Share! – Experiences, tools and tricks in PM

Within the event Dean Williams book “Real Leadership- people and organizations facing the big challenges” was launched and each person in the Room got one.

Thanks to the generous sponsorship provided, apart from the partners named before, by PMI Chapter, Romanian Association for Project Management and Regatta, the Forum has continued further with its mission in 2007.

However, the news cannot be concluded without observing some monotony when comparing with the past years event. It must be noticed by all those who organized the Forum that these same predictable topics have remained the same for the past four years even though the number of people coming to see it has remained about the same.

One good indicator metric of Forum success could be the “from my pocket money” payers’ attitude prevailing over those attendees whose participation is paid by their companies. Without any intention to lessen the interest of the public, regardless of the fee payment source, it is a desired goal of any event organizer to get “booked out” long before the event to take place. It could be stated thus that the more people striving to get a seat at the Forum on their own money the more successful story it is. And why not, this metric could be a good hint for the next exit poll interview, useful for the organizers first of all.

First PMI GNO Professional Development Summit in New Orleans declared a Huge Success

The 2007 Professional Development Summit (PDS) sponsored by the Greater New Orleans chapter of the Project Management Institute (PMI-GNO) concluded on Tuesday, 30 October after three days of speeches, professional presentations and workshops about Project Management. The 2007 PMI GNO Project Management PDS was held in New Orleans, Louisiana, USA in conjunction with the fifth annual LavaCon conference on technical communications during October 28-30, 2007. The PDS was preceded by a Community Service Day on Saturday, October 27 during which chapter leaders and PDS registrants helped build homes at a Habitat for Humanity project site.

According to Ana Boudreaux (pictured), PMI-GNO chapter president, “The program ended with so many compliments and everyone seemed to have a smile on their faces at all times. I kept asking the attendees if they learned something and they all said yes.”

According to Ms. Boudreaux, highlights of the 2007 PDS included:

Keynote speech on Sunday to launch the PDS by Colonel Jeffrey A. Bedey (pictured), Commander of the Hurricane Protection Office for the US Army Corps of Engineers in New Orleans. Col. Bedey addressed a crowd of approximately 300 attendees on Sunday morning, providing a summary of efforts underway in the multi-billion dollar infrastructure development and hurricane protection program that he is managing on behalf of the US government. Using the main topics of PMI’s Guide to the Project Management Body of Knowledge (PMBOK) as a basis for discussing rebuilding efforts, Col. Bedey described some of the major projects underway in the New Orleans region. He also discussed some of the challenges that his office faces, including their race to prepare for any new hurricanes.

Keynote presentation by two US Airways executives on Monday. Joe Beery, Senior Vice President and Chief Information Officer (CIO), and Travis Chris, Vice President for Sales and Marketing, provided an open and frank discussion of the throes of merging two airlines and especially two airline reservation systems, IT operations and operating cultures. Of special significance was how their Project Management Office (PMO) grew into a significant leadership role and is now highly valued in the company.

Lunchtime speech on Monday by Frank Saladis, well known PMI leader from New York City, was a huge hit. With over 35 years experience in the IT, Telecoms, and PM training environments, Frank is the originator of the International Project Management Day, for which he won PMI’s Person of the Year Award in 2006. Mr. Saladis is the author of the Project Management Workbook and PMP®/CAPM® Exam Study Guide. He was the president of the PMI New York City chapter for more than 10 years, has been VP of PMI’s Global Communications Technology SIG (Specific Interest Group), and is a former leader of PMI’s Council of Chapter Presidents.

Keynote speaker on Tuesday, King Milling, who spoke about the importance of preserving Louisiana’s wetlands. Continued land loss in Louisiana threatens the economy and security of the entire nation, dependent on the region for natural resources, oil and gas infrastructure, shipping routes and storm protection. Mr. Milling described how the federal and Louisiana state are coming to the aid of this most important program for the future of the country.

Susan Wood from the PMI College of Performance Management, who gave an all-day and outstanding presentation on Tuesday on the US government’s requirements for earned value on programs and projects. Ms. Wood demonstrated her knowledge and expertise on the topic of earned value management.

Also according to Ms. Boudreaux, “Tuesday’s lunchtime speaker, Linda Oestrich, was unable to attend the PDS since her home is in San Diego and she did not want to leave her family with the threatening wildfires. Therefore, for the lunch time PDU session, the PMI-Greater New Orleans board had a panel presentation highlighting PMI, the local chapter and played on the newest acronym - WIIFM (what's in it for me). This highlighted the volunteer aspect of the work in the chapter and how everyone's volunteer time should not only contribute needed skills and experience but also be used as an opportunity to grow. We talked about how to step out of the box with volunteer work and do something that is not a part of your daily routine or work description. Each board member contributed their value in WIIFM.”

Individual speakers and presenters over the three days included many local, national and internationally recognized experts on project management. All speakers were well received. For information about the speakers or their presentations, visit the conference website and download the final conference brochure at www.gnopmi.com.

The LavaCon/Project Management PDS was held October 28-30 at the Astor Crowne Plaza Hotel in the French Quarter of New Orleans. The Summit included best practices in the fields of technical communication and project management, as well as innovative techniques for meeting project management challenges. The event included national and international speakers, professional leaders and project management experts. There was also a vendor exhibition that was well attended. Next year’s event should be even more successful.

With 250,000 members in more than 160 countries, the Project Management Institute (PMI®) is the world’s leading membership association for the project management profession. The PMI Greater New Orleans (PMI GNO) chapter serves PMI members in Louisiana, Mississippi, and Alabama with project management programs and educational events. The President of the PMI GNO Chapter for 2007 is Ana Boudreaux, PMP. For more information on the PMI Greater New Orleans chapter, visit www.gnopmi.com.

Report from PMI Global Congress - CANCÚN 2007

By Pablo Lledó (MBA, PMP)
Translation by: Ana Maria Rodríguez

A new PMI Latin American Global Congress just finished in Cancun (November 12-14 2007). Following PMWT International Correspondent Ana Maria Rodriguez’ suggestions, I have prepared the following comments for PMForum, from my experience as a speaker in the congress:

Project Management Perfection

As always, PMI does not leave any detail unattended in these type of events. It is clear that PMI is composed by real Project Mangers who apply efficient management processes for the organization of an event such as a Global Congress.

Also, a “continuous improvement” is notorious since some minor critics to the 2006 Latin American Global Congress in Chile that were registered in the lessons learned process were already improved. For example, it was much simpler to find the room of the conference you have previously selected, and a bar-code system for electronic register of attendees was implemented, offering precise information about who attended each presentation.

Opening with the good leader

Greg Ballestrero's (CEO of PMI) opening words were really motivational for all attendees and all volunteers who maintain PMI structure.

He mentioned the importance of PMI in the Latin American region, where 26 chapters have been formed, with more than 10,000 members, and more than 50 R.E.P. (Registered Education Providers) now. Ballestrero highlighted that he had never seen before such urgency in the region for implementing Project Management tools.

Greg said we should pay special attention to the projects that Petrobras will generate since it came from number 20 to number 6 world largest petroleum seller in a few hours, after announcing the discovery of new important petroleum reserves off shore. He also suggested us to take advantage of the excellent opportunities for projects that the enlargement of the Panama Channel is already spawning.

Greg also held a private meeting with PMI’s R.E.P.s in the region before the Global Congress. In this reunion, he emphasized that R.E.P. are the visible selling face for PMI, therefore R.E.P.s should be familiar with the latest PMI product, “Career Path Framework”, an excellent tool for selling training and consulting according to the needs of each company.

He finally summarized in three words the most important aspects to develop in the region:

  • Discipline, related to the application of PM processes

  • Innovation, since 75% of the companies want to change their actual business models

  • Integration, since Latin America is not just a region but many different cultures with a common language as the only common issue.

The main speaker spoke in English

Rubén Navarrete Mexican, was in charge of the opening presentation of the Congress. It was noticeable that his exposition was in English, although his native language is Spanish and most of the attendees were Spanish-speakers.

Nevertheless, it was a very motivational presentation where he developed issues as “humility with the client”, “being flexible”, “clear communication”, “working firmly”, “taking risks”, “learn from failures”.

By explaining the Telmex case, in which Mexican owner Carlos Slim gained the place as number one richest person in the World over Bill Gates and now he is buying companies in the U.S.A, Navarrete really offered a great example of how the Latin heritage is ready to play in the big leagues.

The presentations and exhibitors

Presentations were really interesting. Now not everybody who wants to make a presentation is effectively selected as speaker, since the growing popularity of the Latin American Global Congress makes the selection process harder, and not everybody gets a place to speak.

The double-session lectures were not in high demand, while topics related to risks and PMOs gained enormous attention.

This year there were a few more products’ exhibitors that last year in Chile, were there were only six. However, we are still far away from the amount of exhibitors that the same congress receives when hosted in the U.S.A, where there always hundreds of them.

Some Mexican attendees mentioned that if the congress would be held in Mexico DF it would have more attendees. However, 500 people are still an important number. Foreign attendees such as I were really glad to see the turquoise waters of Cancun in front of the Hilton Hotel (pictured). Some European attendees mentioned “I had to choose between the Atlanta and the Cancun congress”, what would you chose?”

Closure and the Future

Following PMI’s principle of closing every project, the closing session was really emotive. Gary Goldstein, who was always checking even the most minimum detail of the Global Congress, had the closing words. He congratulated all volunteers one by one, and asked us to fill the on-line survey in order to keep improving.

Gerardo Sierra, president of PMI’s chapter in México D.F., summarized the entire event with excellent background images.

At last, the staff of Sao Paulo PMI chapter showed us images of their region, were they are expecting us next year. We will be there!

APM's 2007 Community Project of the Year Award
goes to Turner and Townsend for Birkenhead Park Project

Reported by Miles Shepherd in London, UK

The Association for Project Management (APM), the main project management professional society in the United Kingdom (UK), has announced that its 2007 Community Project of the Year Award has been won this year by Turner and Townsend for the restoration of the grade 1 listed Birkenhead Park, the first publicly funded park in the country, completed this year for Wirral Metropolitan Borough Council. The award was presented at a glittering ceremony during the APM Awards Dinner on Tuesday 30th October at The Brewery, Chiswell Street, London, on the first evening of APM’s two-day national Project Management Conference (Mike Grace of Turner and Townsend pictured).

APM’s Community Project of the Year, introduced in 2005, recognizes the project that has provided a major benefit to a local community, the environment, a disadvantaged group or to society as a whole. The winning project could therefore be anything from creating a children’s playground to accomplishing a residential care home on-line. It could involve the establishment of a new service, or the reorganization or remodeling of an existing one. The award is open to professional project managers and others who have shown the best project management skills in delivering their work for a community or stakeholder group.

The criteria for this category are based upon a clear demonstration of community benefit, alongside the APM Body of Knowledge and Project Risk Analysis and Management Guide. The focus is on the project, the difficulties encountered and how they were overcome, along with the success of the final outcome, measured in terms applicable to the project. Runners up this year were the Dalby Forst Visitors' Centre project by Turner & Townsend and Myguide Project by LogicaCMG. The 2007 APM Project Management Company of the Year award was sponsored by Project magazine.

For the past 14 years the APM Project Management Awards have been rewarding and celebrating project management successes, from the Eden Project to record breaking round the world voyages. The awards reflect the invaluable contribution project management and project managers make in all sections of society.

Individual winners receive an exclusive trophy (pictured) by British designer Nigel Cripps presented at the Awards dinner, a winner’s certificate, use of a winner’s logo, featured in publicity throughout the year, featured as a case study on the APM Awards website and in the APM Awards brochure.
