Well, first I have to ask whether this disaster was in fact a project disaster or an operating disaster. If the latter, as I believe it is, then it is unfair to characterize it as a "project". And if not a project, then I suggest that the pronouncements that followed, based on this assumption, are out of place.
However, the efforts to recover are indeed a project - because the project will have finished when the flow of escaping oil has been staunched. Or perhaps when the cleanup has been concluded.
That is not to deny the seriousness of the spill, but it is to misplace the blame.
