I was present by invitation at the launch on 4 June 2008 in the House of Commons of a report of the Westminster Sustainability Business Forum under the joint Chairmanship of David Kidney MP and Barbara Morton, Director, Action Sustainability.
“The result of their inquiry’s work is contained in a 40-page report “Costing the Future: Securing Value for Money through Sustainable Procurement”. This is available from www.policyconnect.org.uk/sustainability
The report lists 31 recommendations. These are grouped under the headings:
Notable examples of recommendations:
3. Governments must ensure that all aspects of sustainability – economic, social and environmental – are promoted through public sector procurement.
12. The Treasury must revise the shadow price of carbon and ensure that it is included in whole-life cost calculations in public sector procurement.
24. The Government should expand the Sustainable Operations on the Government estate targets to include all aspects of sustainability. Furthermore, the targets should cover all departments and non-departmental public bodies.

The Westminster Sustainable Business Forum (WSBF), part of Policy Connect Sustainability, is a not-for-profit organisation, which seeks to provide effective dialogue between business and the government on important sustainability issues. OGC's Focus Series - New Project & Programme Management books by Franklin and Tuttle unveiled in London

The Focus Series by Melanie Franklin and Susan Tuttle of Maven Training has been written specifically for people working in programme and project environments. Comprising three books, the series focuses on the skills required for successful project delivery: communication, leadership and team management.

"70% of businesses fail to achieve their desired goals and the causes for failure are usually lack of strong leadership, lack of team skills, and lack of stakeholder engagement." author Melanie Franklin (pictured at right) said. "Project managers face unique challenges because they don’t have structural controls like line managers. They need to motivate staff in a more creative way."
The books provide practical advice and real world examples, highlighting the more subtle skills programme and project managers need in order to be effective.
Co-author Susan Tuttle says, "As trainers Melanie and I have found that even though our delegates work in different sectors, and a wide range of organisations, they face very similar issues. The issues around leadership, communication and teamwork come up frequently. These books address the softer skills within the context of programme and project management."
One of the most interesting aspects of project management, Susan says, is the dynamic of having to influence people who do not report directly to you. "Getting people to make the work you need done a priority is challenging when they have other things to do. Understanding the dynamics of what motivates people is very important for programme and project managers."
Melanie agrees: "Effective management is not just about being able to apply budgetary constraints or running projects to time. There are more subtle skills which can have a huge effect on successful outcomes. The books have been written with programme and project managers in mind, to enable them to better understand the issues surrounding these important skills."

Communication skills for project and programme managers - At its core, communication during a project is a process of managing stakeholders, including team members as well those outside the project who are affected by the project or its outcome. By managing these groups or individuals through effective communication an environment of trust and collaboration can ensue. Without stakeholder buy-in, the project may have to contend with unnecessary misunderstandings and strained relationships, which can contribute to the ultimate failure of the project.
Melanie says: "Getting communication right requires effort and patience, but it is not difficult if we follow some simple principles. This book gives an overview of these basic ‘rules’ of communication and shows how these can be applied to typical project situations."
The information is structured around a common project lifecycle and examines the different relationships and communication priorities of the main players in any project, including the sponsor, the project manager, the project team, the users, the suppliers and the audit or assurance function.

Leadership skills for project and programme managers - This book describes situations where the need for leadership manifests itself within a project or programme, and uses examples to illustrate how effective leadership within this environment can be demonstrated.
Melanie says: "Leadership is an intangible human quality that inspires us to follow the direction set by someone else. It entails moving people towards a vision of the future, trying to make sure that everyone is moving towards the same vision at roughly the same time. This involves encouragement, motivation of others, resolving disagreements and overcoming resistance."
Within a project or programme environment, leadership means influencing, persuading and controlling resources that have multiple reporting lines and varying levels of commitment to the projects.
Whilst project management techniques provide a structure for planning, monitoring and controlling projects, little is offered in terms of people management and the experiences associated with the type of matrix management that is common within projects. The book looks at how leadership activities can provide help in addressing these complex issues, using examples and anecdotes covering the full project lifecycle.
Susan says: "This book is for those responsible for persuading, motivating and energising their colleagues to get started on a piece of work, convince them that they are heading in the right direction, or encourage them to see how their work fits into the bigger picture. It’s written for managers who wish to enhance their skills set and develop confidence to effectively deal with the increasing interpersonal and communication demands that arise through the organisation of work into projects and programmes."
Team management skills for project and programme managers - Anyone working on a project will know the excitement of working together to achieve a common goal, but will also have been frustrated by the myriad of problems that can result from working with colleagues drawn from across the host organisation and any supplier organisations. Too often, project staff are given no training in team management because they do not have formal line management responsibilities and do not have teams reporting to them on the organisation chart. However, it could be argued that the team management responsibilities of project and programme managers or sponsors are so much greater than a standard management role.
Melanie says: "This book is for anyone involved in team management within projects and programmes. It explores how the management of these teams is reliant on the power of the relationships that are established between the leader of the team and the team members, and the relationships that operate between the team members independently of the relationship with the team leader."

The factors that affect these relationships are explored, including the values, behaviours and motivations of the team leader and the team members.
This is a practical guide, and whilst it is not possible to definitively state how a team will behave at any point in the project lifecycle, it is possible to identify the key activities that a team leader must address. These activities are illustrated using an example project.

ESI Publishes 10 Top Trends In Project Management for 2008
According to ESI International, a US-based project management consulting and training organization, the top 10 trends in project management for 2008 are as follows:
- Investment in Project Management Training To Counter Effects of Troubled Economy. Squeezed profits, smaller budgets, looming layoffs — this is no time to panic. Keeping projects on track and on budget can counter ill effects of the down economy. Smart, strategic organizations will realize that the down economy is the time to invest in project management training and development to optimize performance.
- Better, Faster Project Decision-making.The pressures for Project Managers to "get it done yesterday" are ever increasing, particularly with tightening budgets in the downward spiraling economy.Project managers need to be up to speed deploying best practices in their project selection.Know when to say no to projects that won’t deliver solid ROI and which to greenlight.
- Critical Thinking As A Key Project Management Competency. Technical competence alone doesn’t create success. Project management has evolved into a robust discipline, and critical thinking is a key “soft skill” for Project Managers that makes the difference between success and failure.
- Emerging Relevance of the Project Management Office -- Imagine the Space Shuttle without its command center. Project management offices ensure a higher chance for organizations to 'reach the stars' and their end goals. PMO's streamline processes, coordinate projects and allow for more efficiency in day-to-day project management. As more companies see the relevance for PMO's, this trend will become increasingly important to overall project management design.

- Navigating the Overlap Between PM and BA Tasks. Project Managers and business analysts are recognizing the symbiotic nature of their relationships, where to paint the line on their responsibilities and how to work together on areas of overlap.

With the pending exodus of thousands of baby boomers over the next several years compounded by millennials entering the workforce, today’s workers are motivated by a different set of incentives than their tenured colleagues. Organizations need to develop a talent management strategy incorporating recruiting and retaining talent to improve business performance.

NASA's Project Management Competency Model

NASA's Academy of Program/Project & Engineering Leadership (APPEL) has published its July ask the academy eNewsletter, and it is full of interesting and educational information for project managers. Of particular note is the article about NASA's Project Management Competency Model.
According to the article, Academy Brief: The Project Management Competency Model, all of the Academy's professional development activities are based on a competency model for project management that has evolved over the past two decades. Strengthening NASA’s project management capability has been central to the mission of the Academy since its inception more than fifteen years ago.
NASA created the Academy to develop an agency-wide professional development program for project management. From its beginnings, the Academy focused on building a competency model for project management that would serve as the foundation for all of its offerings. Today, every Academy training course, project team intervention, and knowledge sharing activity has a direct relationship to at least one NASA project management competency. The competency model includes a description of the skills, behaviors, actions, and experiences that demonstrate proficiency in each competency at four career levels, ranging from project team members to managers of programs or very large projects. RTKL Wins Project Planning & Design Competition in China
ARCADIS, the Netherlands-based international consulting, design, engineering and management services company, has announced that its subsidiary RTKL has recently won first place in the Dongli Lake Competition in China. The competition was joint-sponsored by the Tianjin City Planning Bureau and Tianjin Dongli District Government, and challenged four top global design firms to develop a master plan for the 85 square kilometer Dongli Lake site.
“We envision a multi-faceted and sustainable built environment” said Greg Yager AIA, Senior Vice President in RTKL’s Shanghai office. “Our scheme would enhance the existing spaces in old town Tianjin through strategic infill, landmarking and wayfinding, and also freshly imagine a new town of Lingang. The interplay of these districts would define and reinforce the overall ecological waterfront experience, and unlock the true value of Dongli Lake.”

RTKL impressed competition officials by showing how the municipality could capitalize on natural strengths to better serve the burgeoning business, tourism, and civic needs of greater Tianjin and neighbouring Beijing. The master plan (shown here) calls for an international conference center and summit house, an executive training center, a healthcare-focused resort and a variety of recreational facilities.

Competition officials also praised RTKL’s approach to sustainability. The master plan emphasizes transit-oriented development, features a riverfront eco-focused living district, and takes advantage of Tianjin’s geothermal resources to facilitate specialty spa and resort experiences of unparalleled quality. In addition, the plan organizes all public functions along a waterfront “eco tour,” which will prominently celebrate civic activities and festivals along the water’s edge throughout the year.
