Let’s Build a “Program”

Abstract
Program Management is a growing delivery system being utilized in the delivery of large, complex CAPEX delivery programs worldwide. This paper is intended as a “primer” showing how the owner’s investment decision process, top level strategic business objectives and program execution are linked. The paper will:

Delineate the owner’s perspective and drivers

Show how a program unfolds
-
Illustrate where the PMC can bring value
So let’s build a program…
The Owner organization exists to achieve an over arching set of strategic business objectives. These strategic business objectives (SBO) for a private, for-profit company can include:
-
Return on Investment (ROI)
-
Return on Equity (ROE)
-
Market share
-
Target growth rates
or a number of other quantifiable and measurable objectives. These strategic business objectives may also include other top level objectives that define the business rationale or approach such as:
-
Patents granted
-
New products launched
-
Net zero carbon or other triple bottom line (TBL) objectives
For public sector owners, strategic business objectives will include more social and environmental objectives including:
-
Improved access to transportation
-
Reduced congestion
-
Improved access to clean water
-
New jobs created
-
New industries created
While the nature and form of the investment decision process (IDP) will differ, each type of owner will undertake a process that will define one or more programs to achieve these overarching strategic business objectives while cascading elements of the SBOs down as top level program strategic business objectives…

![]() About the Author Bob Prieto Author Bob Prieto is a Senior Vice President of Fluor Corporation, one of America’s largest engineering, construction and project management firms where he is responsible for strategy in support of the firm’s Industrial & Infrastructure Group and its key clients. He focuses on the development, delivery and oversight of large, complex projects worldwide. Prior to joining Fluor, Bob served as chairman of Parsons Brinckerhoff Inc. He is a member of the executive committee of the National Center for Asia-Pacific Economic Cooperation, a member of the Industry Leaders’s Council of the American Society of Civil Engineers (ASCE), and co-founder of the Disaster Resource Network. He currently serves on a number of committees looking at issues related to infrastructure delivery and resiliency and disaster response and rebuilding. Until 2006 he served as one of three U.S. presidential appointees to the Asia Pacific Economic Cooperation (APEC) Business Advisory Council (ABAC) and previously served as chairman of the Engineering and Construction Governors of The World Economic Forum and co-chair of the infrastructure task force formed after September 11th by the New York City Chamber of Commerce. He recently completed a ten year tenure as a member of the board of trustees of Polytechnic University of New York culminating in its merger with New York University. Bob is the author of “Strategic Program Management” published by the Construction Management Association of America (CMAA). |
