APM Governance of Change Conference in London - 1 April 2008

Reported by Miles Shepherd in London

Governance of Change - 'what to do and how to do it' – is the theme of a conference just announced by the Association for Project Management (APM) in the UK. The event will be held at the Institute of Directors (pictured) in London on 1st April 2008. This is the first major conference to give directors guidance on how to apply governance requirements to project-driven change and development - across all types of project: internal, external and jointly owned; from conception to realisation of results.

“In many organisations there remains a gap in the governing surveillance of project activities. Responsible practice requires that this gap be eliminated [to] improve your corporate performance, reduce shocks at boardroom level and avoid hardship to stakeholders.” Sir Bob Reid

The conference builds on the work of the APM’s Governance of Project Management Specific Interest Group and their two practical project management governance guidelines. The foreword to their latest publication; Co-Directing Change: A Guide to the Governance of Multi-Owned Projects has been jointly signed by Mike Nichols, Chairman of APM and Dr. Neville Bain, Chairman of the Institute of Directors, who will be the keynote speakers at this event alongside Tim Banfield, Director of the Defence & FCO VFM Audit, National Audit Office.

According to the APM announcement, this conference will benefit board members and their professional advisors as well as other senior managers determined to ensure the greatest benefit from projects through good governance of their management.

The event will feature:

  • Presentations by national authorities on each topic – with cases and lessons learnt

  • Your questions answered by the speakers supported by a panel of experts

  • Facilitated discussion of issues with your peers from industrial, commercial and public sectors

  • Complimentary copies of both Directing Change and Co-Directing Change

  • Process charts and checklists for introducing improvements in governance of your one off expenditure projects

This conference will address five hot issues confronting directors requiring good governance in project-driven change and development:

  • What is, and should be, in the organisation’s project portfolio

  • How can chairmen and other directors assure themselves and their stakeholders that their organisation’s project portfolio is well governed?

  • How do the requirements of the Combined Code and of Sarbanes Oxley impact project direction and management?

  • What is the best way to govern initiatives where ultimate control is shared with other parties?

  • How should ethical and sustainability practices be embedded in the governance of change?

Places are available to APM members at £300+VAT and to non-members at £360+VAT. For additional information, or to book a place, visit www.apm.org.uk/governanceconf.asp.

P2M Highlight at PMAJ Symposium in Tokyo

An overview and update on P2M, the Project and Program Management standard developed in Japan and now recognized as one of the leading guidelines in the world of project management, will be a highlight of the “International Project & Program Management Symposium Tokyo 2008 – In pursuit of organizational project management value.” The two-day symposium being sponsored by the Project Management Association of Japan (PMAJ), will be held in Tokyo, Japan during 10-11 March 2008.

A keynote presentation on P2M will be made by Professor Dr. Motoh Shimizu of Nagoya Institute of Technology, Japan and Professor Dr. Christophe Bredillet, Dean of Postgraduate Programmes at ESC Lille in France. Their presentation is entitled “P2M, the PM Methodology that Supports the Construction of Business Infrastructures in the Age of Global Economy.”

P2M institutionalizes a new way of apprehending program and project management, proposing a flexible and adaptable framework grounded in balanced epistemology. Going far beyond most of the existing standards, P2M offers a clear linkage between strategy (Vision and Mission), and the way of implementing it through programs and projects. P2M provides a flexible and adaptable framework, not just a "one best way" anchored in a western positivism rationalist paradigm of doing things. P2M clearly differentiates programs to projects, their hierarchy. It proposes a specific approach to address programs and projects.

Furthermore Project & Program management governance is the management system that enables acting and answering the demands of a wide range of stakeholders for increasingly high levels of accountability and performance. Here, governance is based on two criteria: accountability and performance. Accountability is promoted through transparency and performance is promoted by responsive and responsible decision-making. P2M has included these dimensions in the whole framework. The organization’s competencies are the most relevant driver as sources of competitive advantage and the creation of value. P2M recognizes that competences and learning are at the heart of value creation. P2M aims at providing the Capability Building Baseline (CBB) for mission-achievement professionals."

Professor Motoh Shimizu, Doctor of Engineering, is Professor at the Department of Industrial Management Engineering of The Graduate School, Nagoya Institute of Technology since 2001, and was its vice president between 2004 and 2006. He is one of the leading members of the Revised P2M Guidebook Development Committee for PMAJ, and was in charge of Program Management chapters of the New Edition of the P2M Guidebook. His career over 30 years, before teaching at Nagoya Institute of Technology, included R&D management in communications and space systems programs at NEC Corporation. He was also a project manager of fiber-optic communications projects and inter-satellite laser communications projects, and a program manager of JEM communication and control system program for the International Space Station. He was responsible, as General Manager, for the Space Systems Division of NEC Corporation.

Professor Christophe N. Bredillet, PhD, D.Sc, MBA, Ingénieur EC Lille, CPD Level A, PRINCE2™ Practitioner, CCE, is the Dean of Postgraduate Programmes at ESC Lille (Lille School of Management), in Lille, France. He is also a leading international management expert and the Editor of the Project Management Journal (PMI®) and member of the Editorial Board of PM4Success (APM Group), BetterManagement.com (for project management), and PM World Today(www.pmworldtoday.net). Christophe has more than 20 years of experience mainly in the field of Project and Programme Management in Banking, Sports Goods, IT and Academic institutions. For the past 16 years, he has been the Professor, Chair of Strategy, Programme & Project Management, Dean Postgraduate Programmes at ESC Lille.

Based on a praxeological perspective – learning and practice are integrated – the emphasis of their speech will be on some of the main strengths of P2M. Referring to the P2M methodology, processes and examples of integration management will be highlighted. Characteristics and benefits that P2M can contribute to the strategic dimensions of program and project management will be discussed from a global perspective by Professor Bredillet.

The keynote presentation by Professors Shimizu and Bredillet will be on Tuesday, March 11, at 10:15 a.m. The Tokyo symposium will also feature presentations and papers by project management experts and leaders from around the world.

According to Symposium Project Director Dr. Hiroshi Tanaka, “P2M is now the most recognized and important PM standard in Japan. Professor Shimizu is one of the leading experts on P2M and is greatly respect throughout Asia. Dr. Christophe Bredillet is well known throughout the world and can provide global perspective. His endorsement of P2M is especially welcome.”

The March 2008 symposium will celebrate the 10th anniversary of Japan’s foundation of the professional project management society and will demonstrate “project management as new economic infrastructure and a driver for social development and transformation”.

The symposium will be conducted on Monday 10th and Tuesday 11th March 2008 at Tower Hall, Funabori, Tokyo, Japan, with delegates expected from 20 or more countries. The sponsoring organization is PMAJ, with support of the Ministry of Economy, Trade & Industry (METI), the Engineering Advancement Association of Japan, and other major public organizations. The Big Dig! Dan McNichol to keynote MegaProjetos 2008 International Symposium in Sao Paulo

MegaProjetos 2008 conference organizers have announced that Dan McNichol American author famous for his writing about Boston’s Big Dig project, will be a keynote speaker at the April mega projects event in Sao Paulo. The MegaProjetos 2008 International Seminar and Exhibition will be held in Sao Paulo, Brazil during 3-4 April 2008.

Dan McNichol is a best selling author and award winning journalist who spent nearly twenty years working on and chronicling the Big Dig project. As a White House appointee to the U.S. Department of Transportation in Washington, D.C., McNichol was keenly aware of the political philosophies that created the project. Later, as the Project Director’s executive assistant, McNichol was at the center of the project’s management team, witnessing its successes and failures while managing risk, scope, and schedule. Promoted to the Deputy Director of Public Affairs, he led the communication of the project’s mission statement while shaping the project’s legacy. Mr. McNichol’s speech in Sao Paulo will review the project’s history and statistics, and the historic contributions the project has made to the built environment and mega-projects management.

Some information about the Big Dig:

The Big Dig was one of the largest – most expensive - public works projects in the history of the United States. It is also one of the most complex urban civil engineering projects in the world.

During the peak years of construction the project consumed over $3.5 million a day, employing some 6,000 tradesmen, engineers and construction managers while over 200,000 vehicles passed through its construction sites each day. After adjustments for inflation the Big Dig cost twice as much as the Panama Canal.

The project has proven to be a messy complexity of ruthless politics; courageous engineering and scope-creep on a mega scale, not to mention its seemingly bottomless budget, in the course of its 20 year long schedule.

A mega-project is a special type of project, generally defined as a very large enterprise that requires an investment of over a billion dollars (frequently several billion). These projects attract a high level of public attention and political interest due to their strong direct and indirect impact on the community, on the environment and on public and private budgets. More and more mega projects are being developed throughout the world in various industries, like transportation, infra-structure, energy, oil and gas, telecommunications, information technology, aerospace, automotive, heavy construction, international events, defense, research & development, among others.

The International Seminar MegaProjetos 2008 will be the first event in Brazil that brings a wide view of key issues that are involved in major projects. Topics of great relevance to the success or failure of such projects such as management, environmental, financial, technological, organizational, communications, and political aspects will be discussed. Case studies of finished and on-going mega projects from Brazil and abroad will be presented and critical factors involved will be analyzed from the perspective of promoters, contractors, financiers, suppliers, managers, and other stakeholders.

The Mega Projetos 2008 International Seminar & Exhibition will be conducted on April 3rd and 4th, 2008 (Thursday and Friday) at the Frei Caneca Convention Center, Rua Frei Caneca, Sao Paulo, Brazil. The event promoter is Projectlab. For more information, visit www.megaprojetos2008.com.br. Adesh Jain to address the Global Project Management
Landscape at PMAJ Symposium in Tokyo

The Project Management Association of Japan (PMAJ) has announced that Adesh Jain, Chairman of the International Project Management Association (IPMA), will be a keynote speaker at the “International Project & Program Management Symposium Tokyo 2008 – In pursuit of organizational project management value.” The two-day symposium will be held in Tokyo, Japan during 10-11 March 2008.

Adesh Jain, one of the world’s best known project management authorities and professional leaders, will speak on the topic of the “Global Project Management Landscape and its Implications for Asia.”

According to Mr. Jain, “Fujitsu’s declaration in 2001 that ‘PM is the new economic infrastructure’ captures the basics on which the global PM landscape is being formed. Business by projects is a sheer reality. Boundaries have disappeared. Mind-to-mind connectivity with a click of mouse is a new reality and cannot be managed unless project, program, and portfolio management processes are in place. Processes must be synergized with the human factor and understanding that projects have consciousness too. The basic characteristic of a project is to create value in the future. Those societies and organizations creating future faster than their competitors will have an edge in the market place. A project requires energy as it carves out a path of change from the existing State A of the status quo to the desired new State B as an outcome of the desired change.”

Globally, more projects are being undertaken to fulfill both the social obligations generated from the large number of human beings living below the poverty line and business reasons for better market capitalization. Asia is emerging as the continent where maximum capital inflow and development work will dominate a substantial part of the 21st century. While formal PM systems have their origins in the west, Asian countries and corporations can not only to learn from best practices but be creative while moving to the next level of PM excellence.

Adesh Jain is the first non-European Chairman of the Council of Delegates of International Project Management Association (IPMA) incorporated in Switzerland in 1965. IPMA has over 40 Member Associations. He is Chair of IPMA Nation to Nation Forum. He is the founding Director of the Centre for Excellence in Project Management (CEPM) in 1992 and founding President of Project Management Associates (PMA), New Delhi, India. He is a visionary leader shaping the PM profession globally and a popular and sought-after keynote speaker. Recently, on November 27, 2007, he inaugurated the Project World Europe Conference in Spain. He is also the originator of project thinking conceptual framework. Adesh Jain is also a Global Advisor for PMForum. More information about Adesh can be found at http://www.pmforum.org/ambassadors/ambassadors.htm#Jain.

Mr. Jain’s speech will be one of five keynotes at the Tokyo symposium, which will also feature presentations and papers by project management experts and leaders from around the world. Adesh’s speech will be the first keynote on Tuesday, March 11, at 9:30 a.m.

According to Symposium Project Director Dr. Hiroshi Tanaka, “Mr. Adesh Jain is one of the best speakers in the world on the topic of project management. His concepts on project thinking are very appropriate and necessary for Asia now. His participation will bring a lot of added value to our Symposium.”

The March 2008 symposium will celebrate the 10th anniversary of Japan’s foundation of the professional project management society and will demonstrate “project management as new economic infrastructure and a driver for social development and transformation”. The symposium is being supported by major Japanese corporations and government agencies, including the Ministry of Economy, Trade & Industry (METI).

The symposium will be conducted on Monday 10th and Tuesday 11th March 2008 at Tower Hall, Funabori, Tokyo, Japan, with delegates expected from 20 or more countries. The sponsoring organization is PMAJ, with full support expected from the Ministry of Economy, Trade and Industry and The Engineering Advancement Association of Japan, plus other major public organizations. The Symposium Project Director is Dr. Hiroshi Tanaka, President, PMAJ; the symposium project manager is Mr. Tetsuhiro Yamane, Vice President, PMAJ. The MegaProjetos 2008 International Seminar and Exhibition will be held in Sao Paulo, Brazil during 3-4 April 2008.

Considered one of the world’s most respected experts on the subject of mega projects, Bent is founding director of Denmark´s Aalborg University Research Program on Megaprojects. Doctor of Technology and Engineering and Doctor of Science, Bent also holds a Ph.D. in Urban Geography and Planning. A megaproject is a special type of project, generally defined as a very large enterprise that requires an investment of over a billion dollars. Anyone with an interest in such issues should plan to attend.

PMSA Conference 2008 - Second International Plenary Speaker Confirmed for May event

Reported by Jaycee Kruger in South Africa

Project Management guru, Dr Terry Cooke-Davies has been confirmed to deliver a presentation and an interactive workshop at PMSA Conference 2008, taking place from 26 to 28 May at Gallagher Estate in Midrand Johannesburg. He is the second of four international plenary speakers to confirm his participation in the event.

PMSA conducts its international conference, inviting members and other interested parties to benefit from a jam-packed three day programme, featuring local and international plenary speakers in the morning sessions, and topic-specific afternoon sessions, where reviewed research papers and industry presentations are made. In addition, delegates also have the option of attending outcomes-based workshops in the afternoon streams, led by the international experts.

“This is an excellent opportunity for South Africa project managers to be exposed to the knowledge of international experts, at local conference rates,” says PMSA President, Elmar Roberg (pictured).

An unexpected benefit is the current exchange rate which makes this an appealing opportunity for delegates and speakers from outside of South Africa to participate and share their research, and experience what the country has to offer.

Registration for the conference is now open at www.pmsaconference.co.za for more information and to register. The early-bird discount expires on 31 March 2008.

Dr Terry Cooke-Davies has influenced project management thinking quietly, consistently, but significantly, for the past 30 years. First known for his innovative work on project management benchmarking in the mid-80s, he was also one of the first to vocalise the need to bring project management within the overall context of general management.

A true thought-leader, Terry’s thinking is always ahead of its time. Whilst today, the value of assessment and benchmarking is universally acknowledged, when Terry founded Human Systems' project management knowledge networks, back in 1993, the profession was still young and few had considered this higher level perspective on its value. Terry not only brought together many of the world’s leaders in project management best practice, but he used his facilitation skills to enable these organisations to work together to create new knowledge. Terry realised that what was needed was a critical loop between those at the ‘practice’ end of the industry and those whose focus was academic research: he used the knowledge from his network to feed research that would then help define new directions for the industry.

Terry Cooke-Davies has contributed to a great many industry initiatives over the years – directing thinking both through his own clearly stated views and through the subtler role of facilitation. He is an expert adviser for the APM, reviewed the then CCTA’s Managing Successful Programmes initiative in the early 90s, was programme manager for PMI’s OPM3 initiative and was a key participant in ‘Rethinking Project Management’, a UK based research network funded by the Engineering and Physical Sciences Research Council (EPSRC).

Terry’s passion about the development and improvement of project management is reflected in his abundant and continuous writings on the subject, through which he shares his experience and wisdom with the rest of the world. This has culminated in the recent publication of his highly acclaimed book ’The Right Projects Done Right!’ which was co-authored with Paul Dinsmore.

Project Management South Africa (PMSA) is a not-for-profit professional association serving more than 1,000 project management practitioners in South Africa. PMSA hosts a conference every second year that features invited international and local speakers, and a broad range of reviewed presentations. The PMSA President for 2008 is Elmar Roberg; and Chairman of the Board is Robert Best. For more information abut PMSA, visit http://www.pmisa.org.za/..
