La Salle Business Engineering School in Barcelona
received PMI Accreditation

La Salle Business Engineering School (BES) in Barcelona, Spain has received accreditation from the Project Management Institute (PMI). The accreditation recognises La Salle BES as a Registered Education Provider of the Project Management Institute. The school was recognized by PMI for its Master Degree in Project Management. The La Salle BES Project Management Master's program has been running for 10 years and to date counts more than 1,000 graduates.

The accreditation makes La Salle BES the first business management school in Spain and only the third in Europe to obtain the PMI international accreditation. With this accreditation, La Salle BES’s Project Management master’s students will be recognized with 1,500 hours experience in project management. A total 4,500 hours experience are required by managers to obtain PMI’s Project Management Professional (PMP®) certification.

Commenting on the accreditation, Ramón Ollé, executive president of La Salle Business Engineering School, said: “La Salle BES has a strong track record in producing top-level, business-savvy project managers who can hit the ground running. This prestigious accreditation is recognition of the great work the school has been doing over the past decade in developing superior project managers. We are delighted to join the family of PMI-accredited institutions and remain commitment to the education of project managers and this programme, which we intend to expand internationally.”

Dr. Edwin Andrews, director of academic and educational programs and services and research at PMI, said: “The project management degree at La Salle BES is indicative of the growing demand for project management programs worldwide by practitioners and the organizations for which they work. Project management degree programs have grown from two in 1994 to over 300 at more than 270 institutions worldwide.”

In May 2008, La Salle BES will launch its unique program of executive education workshops, a series of short two-three day international seminars aimed at working professionals who want to integrate new technologies and innovative management practices in a global context. Four of these are specifically devoted to project management: implementing business strategies through project management techniques; developing projects in multicultural environments; knowledge management; and project and innovation financing.

For La Salle, management cannot be understood without also considering technological innovation. That is why the La Salle Business Engineering School intends to become an international reference in management and technology training in support of entrepreneurship. The Business Engineering School was born of La Salle’s tradition of educational excellence, which has developed a global network of educational institutions whose history stretches back over 300 years and includes more than 70 university centres worldwide. In Spain, La Salle was a founding member of the country’s first private university, the Ramon Llull University. More information at http://www.beslasalle.net/portal/masters/masters-salle/.

PMI is fully engaged in the education process through its Global Accreditation Center. Established by PMI in 2001, the Global Accreditation Center for Project Management (GAC) acts as the sole governing body for the policies, procedures, and standards for accrediting project management programs at the bachelor, master and doctorate degree levels. The discipline of project management continues to become more recognized within the academic world over the past 20 years.

In 1994, there were only two bachelor and nine master level project management degrees -- primarily in construction management. Through 2007, the number had grown to more than 386 degree programs at 277 institutions worldwide. The degrees have broadened to encompass not only construction management, but also business management, engineering, architecture and information technology. There are five newly accredited degree programs, two in the United States, one in Spain, one in Germany and one in China. GAC now has a total of 15 accredited schools, and 13 more schools’ project management programs are in the GAC accreditation process.

With more than 265,000 members in 170 plus countries, the Project Management Institute, Inc. (PMI) is the leading membership association for the project management profession and the largest association dedicated to project management in the world. As the leading advocate for the profession, PMI is actively engaged in setting professional standards, providing a professional career path for project managers and maintaining a family of professional credentials: Certified Associate in Project Management (CAPM®), Project Management Professional (PMP®) and Program Management Professional (PgMP)®. Project Management course to be offered to
Philadelphia High School Students

High school juniors in Philadelphia, Pennsylvania, USA, will be able to enroll in a college-level course this summer that teaches project management practices and such 21st Century skills as global literacy, problem solving, innovation and creativity. The pilot is being underwritten by the School District of Philadelphia, DeVry University, Inc., the PMI Delaware Valley Chapter and the Project Management Institute (PMI) Educational Foundation.

The “Philadelphia PM Project,” as the course is named with PM meaning project management, combines the ‘Learning Passport to College’ program with project management and 21st Century Skills. “This course will give students a solid introduction to project management – a discipline that is growing in demand by businesses and organizations worldwide,” said Cassandra W. Jones, Ed. D. (pictured at right), interim chief academic officer for the School District of Philadelphia. “In addition to the pilot course this summer, we will have pilots at Philadelphia high schools in the fall of 2008 and the spring of 2009. To be considered for one of the three classes, a student must be an incoming senior, have a B plus grade average and have a 93 percent or above attendance record during the 2007-2008 school year. Once completed, each student will receive college credit for the course.”

The “Philadelphia PM Project” conforms to Pennsylvania state and national guidelines and addresses Perkins Title IV requirements. “We think the program could be introduced in other cities and eventually become a national program, but first we have to evaluate the three pilot courses,” said Dr. John Byrne, PMP, associate professor of business programs at DeVry University’s Keller Graduate School and a Professional Project manager (PMP®) – pictured at left.

“Worldwide, we have seen a tremendous growth in the need for project managers,” said Gregory Balestrero, president and chief executive officer for PMI and chief operating officer for the PMI Educational Foundation. “There is a global project manager shortage so the profession of project management is an excellent one for students to consider. Project management is also an important life skill. The PMI Educational Foundation is very pleased to be a partner in introducing the ‘The Philadelphia PM Project.”

James Snyder, PMI Founder, PMI Fellow, a past volunteer executive director, president and chairman of the PMI Board, founding member of the PMI Delaware Valley Chapter, and leader of the student mentoring program from the chapter for this pilot, added “this program offers an outstanding opportunity to better equip these students for success in their academic, personal and future professional lives.” He further stated “I am pleased to be have been able to help organize and be part of this important initiative.”

Michael Brennan, president of the PMI Delaware Valley Chapter and a PMP added “We look forward to sharing our project management knowledge with students in this pilot program to enable them to be more successful in their academic, personal and future professional lives.”

The PMI Delaware Valley Chapter will be providing classroom mentors, and DeVry University will be providing classroom instructors and course curriculum. The PMI Educational Foundation is contributing project management textbooks and marketing for the course.

APM Announces Academic Forum

Reported by Miles Shepherd in the UK

The Association for Project Management (APM) has announced its new APM Education Network which takes place at Aston University Business School on 25th June. APM is seeking to facilitate the transfer of knowledge between academic and educational institutions on the one hand and corporate organizations, government and other influential bodies on the other. This is aimed at the further development of project management thinking, learning and practice across academic and practitioner fields, and is seen as a critical theme in the development of project and programme management as a profession.

Aston University, who also host one of the workshops for the Higher Education Academy’s Business, Management, Accounting and Finance Special Interest Group on Project Management, have recently been awarded ‘Centre of Excellence’ status for their new Centre for Project Management Practice. Dr Naomi Brookes, Director, Aston University will be discussing how the Centre for Project Management Practice is bridging the gap between the research and corporate communities in the Midlands and Dr Roger Atkinson, Bournemouth University Business School, will be addressing the essential role the academic community plays in bridging the project management skills gap identified by APM Chairman, Mike Nichols.

The role APM is seeking to adopt will be explained by APM Chief Executive Andrew Bragg (pictured) while the practitioner view comes from BAe Systems’ Don Hazeldine who will be discussing how the Foundation Degree in Project Management delivered by BAE Systems and Lancaster University signals the benefits of collaborative working. Jennifer Shaw, Transport for London, gives the corporate view on the search for project professionals and how Transport for London is tackling the challenge through its graduate recruitment programme. The formal sessions close with Julie Legge, Head of Membership, APM explaining how APM aims to support the academic community through its Education Network and Accreditation schemes. The closing session is planned as a panel discussion of how the Network can operate in the future and the next steps.

This event, the first Education Network from APM, follows last year’s exploratory meeting at Manchester Business School where a specially selected academic audience discussed possible approaches. The audience for June’s event is expected to consist of representatives from many of the Universities who are undergoing APM’s academic accreditation assessment as well as others from the BMAF Network. Places are still available and bookings can be made through Anna Grabham (anna.grabham@apm.org.uk)

Elementary Education Project in India to receive US$600 million

Reported by Raju Rao in Chennai

The World Bank has announced a US$600 million credit to support the Government of India's ongoing Sarva Shiksha Abhiyan (SSA) program, a nationwide centrally sponsored education program designed to provide all children aged 6 to 14 with education of satisfactory quality. The Second Elementary Education Project is intended to improve quality and access, and to promote equity by enabling hard-to-reach children to attend school. It will create better learning conditions for all children and provide capacity building and academic support to state and sub-state education structures. The project will also help monitor learning outcomes, and support research and evaluation of quality initiatives.

India has made strong progress in enhancing access to education in recent years. In 2002, India made elementary education a fundamental right of every child. Between 2003 and 2005, the number of out-of-school children was reduced from 25 million to about 13.4 million. The transition rates from primary to upper primary also improved, from 75 percent in 2002 to 83 percent in 2006. There has also been a significant reduction in gender gaps. Access for children from marginalized groups, minorities, extremely poor households, and educationally and economically lagging states has increased.

“The Sarva Shiksha Abhiyan program has served as a powerful vehicle to mobilize stakeholders at all community, district, state, and national levels around the objective of ensuring that every child from 6 to 14 years is included in the education system,” said Isabel Guerrero, World Bank Country Director for India. “The challenge now is to include those hardest to reach and to ensure that children get the quality education which is a critical foundation for both higher levels of education and creating the skills needed to have a significant impact on economic development.”

This new project is the second phase of support by the development partners to the SSA program. With more and more children now entering school, the focus in this next phase is on quality with equity. In addition to capacity building and monitoring, the project will also support plans to enable hard-to-reach children to attend school. In areas where access to education remains low, it will support provision of teachers and construction of primary and upper primary schools. It will also support provision of free textbooks and grants to schools to subsidize student enrolment.

“The first phase of development partners’ support to the program saw a rapid expansion of primary school facilities across the country, especially in remote and socially disadvantaged areas,” said co-team leaders Amit Dar, World Bank Lead Education Economist, and Venita Kaul, World Bank Senior Education Specialist. “SSA II focuses on moving towards the achievement of quality goals and improved learning outcomes. Achieving these goals will play a big role in moving towards the achievement of the education Millennium Development Goals on a global scale.” Total cost of the SSA II is estimated at US$10.7 billion, of which the states of India will contribute close to 36.9 percent, the Government of India will contribute around 53.7 percent and development partners 9.4 percent.

The credit will be provided by the International Development Association (IDA), the World Bank’s concessionary lending arm and has 35 years to maturity and a 10-year grace period. For more information visit: http://go.worldbank.org/DEOZ6MN560.
