Dr. Ed Andrews Provides update on PMI’s Academic
& Education Programs at PMAJ Symposium in Tokyo

Dr. Edwin Andrews, Director of Academic and Educational Programs & Services for the Project Management Institute (PMI®), delivered the lead off plenary presentation on day two of the International Project & Program Management Symposium Tokyo 2008 in Tokyo, Japan on Tuesday, March 11. The two day conference was held at Tower Hall, Funabori in Tokyo. The sponsor of the two-day project management conference was the Project Management Association of Japan (PMAJ).


Dr. Andrews (pictured), provided an update to conference attendees on the structure, plans and activities of PMI’s Academic and Educational Programs & Services (AEPS) area, for which he is responsible. He began the presentation with some data: “Global gross fixed capital formation reached US$7.5 trillion in 2004, not counting private investment. This equals 21% of the world’s GDP. With private investment, that total could amount to one third of global GDP. Most of that investment is in the form of programs and projects, all of which need project management.”

He also provided some of the latest information about PMI, as follows:

  • PMI has more than 260,000 members in 172 countries, as of February 29, 2008

  • PMPs worldwide reached almost 260,000 at the end of February

  • PMI has 251 chapters and members in more than 70 countries

  • PMI certifications now include the CAPM®, PMP®, PgMP® and OPM3 Product Suite®

  • In 2008, a standards will be released for Scheduling

  • PMI has been named on behalf of the American National Standards Institute (ANSI) to be secretariat on the new ISO project management standards committee

Highlights of Dr. Andrews’ presentation related to Academics & Education included:

  • As the global economy grows, many senior managers are retiring at the same time, creating a large and growing gap between demand and supply of qualified project managers in the world.

  • AEPS goals are to (a) have project management recognized by academic institutions as a discipline; and (b) to increase the supply of knowledgeable project managers to lesson the supply gap.

  • The global strategy for PMI’s AEPS area include:
    - Strengthen the benefit proposition for all academic partners
    - Tailor programs to meet individual country needs
    - Partner with academic associations representing universities teaching PM
    - Optimize the role of government in stimulating PM education
    - Mobilize academic organizations to realize the opportunity before them

  • PMI’s Academic Services include grants, networks for academics and students; research conferences; research working sessions and academic forums.

  • PMI’s academic resources include survey aids for researchers and students; Project Management Journal® (for publishing research); the PMI Marketplace (for research and educational publications); scholarships; teaching case studies; and the PMI virtual communities – Specific Interest Groups and Colleges.

  • Some of PMI’s major Academic Programs include the Registered Education Provider (REP) program, which now includes almost 1,000 PM training firms, 100 of which are at Universities; academic library memberships; the Global Accreditation Center (GAC), through which universities can have their PM degree programs accredited by PMI; and PMI global research grants program.

  • Academic programs in project management are growing. In 1994, there were only 2 universities in the world with bachelor’s degree programs in project management. By 2007, there were more than 300 such programs at 280 academic institutions worldwide.

  • PMI’s GAC has accredited 14 universities, with 14 more “candidates” in the review process; and an additional 17 letters of intent have been received.

  • PMI has invested over US$14 million in project management research over the last 10 years. PMI acts as catalyst and has funded researchers worldwide. The largest research project currently underway is related to “the value of project management to organizations.”

  • Research “working sessions” are held in conjunction with each of PMI’s four annual global congresses, which will also be adding a new research track focused on applied research.

Dr. Andrews closed with an open invitation to attend the PMI 2008 PMI Research Conference in Warsaw, Poland, during 13-16 July 2008. 400 attendees are expected from over 30 countries, with 51 proffered papers and nine plenary papers to be presented. Cadence donates $100,000 to PMI Educational Foundation
to teach PM to School Teachers

Cadence Management Corporation has made a $100,000 (US) contribution to the PMI Educational Foundation to support project management education programs for primary and secondary school teachers and administrators. This contribution will make it possible for educators to attend project management training courses that can provide them with new capabilities to enhance their classroom instruction and on-the-job management skills.

“The primary purpose of the PMI Educational Foundation is to promote economic, educational, cultural and social advancement through project management by making it more readily available to those who want to learn about the profession and the practice of project management,” said Greg Balestrero, chief operating officer of PMI Educational Foundation and chief executive officer of the Project Management Institute (PMI). “It’s through the generosity of Cadence and other donors that we are able to provide opportunities for those who otherwise may not be able to take advantage of project management educational opportunities.”

ESC Lille raises profile in Japan

The Graduate Program in Strategy Programme and Project Management at ESC Lille in France gained a high level of visibility at the recently concluded International Project and Program Management Symposium Tokyo 2008. Professor Dr. Christophe Bredillet, Dean of Postgraduate Programs at ESC Lille, was a co-keynote speaker on Tuesday, March 11; led a two-hour session along with PMAJ President and symposium chair Hiroshi Tanaka on Tuesday morning; and presented an overview of the ESC Lille graduate program on Tuesday afternoon.

During the presentation on “Project Management Education & Research at ESC”, co-presented by professors Sara Ross and Hiroshi Tanaka, Prof. Bredillet (pictured) described how the PM program at ESC Lille has grown over the last 15 years. With 127 doctoral students and 57 nations represented among participating graduate students, ESC Lille now has one of the world’s largest and most global graduate programs in project management. ESC Lille visiting professors include some of the world’s leading figures in project management.

One of ESC Lille’s unique curricula is the education of P2M – the Program and Project Management Guidebook for Enterprise Innovation developed in Japan. In the past few years, many ESC Lille students have enrolled in the P2M class, then challenged the P2M certification exam. In 2007, 36 students from 11 countries passed the P2M examination and were awarded the P2M certification.

Professor Christophe N. Bredillet, PhD, D.Sc; MBA, Inegnieur EC Lille, CPD Leval A, PRINCE2TM Practitioner, CCE, is the Dean of Postgraduate Programmes at ESC Lille in France. He is also a leading international management expert and editor of the Project Management Journal published by the Project Management Institute (PMI®). He is also a member of the Editorial Board of PM4Success (APM Group) and BetterManagement.com, and an editorial advisor to PMForum and PM World Today. Christophe has more than 20 years of experience, mainly in the fields of project and programme management in banking, sports goods, IT and academic institutions. Prof. Dr. Lynn Crawford, professor of project management in the Faculty of Business, Technology and Sustainable Development at Bond University in Queensland, Australia and Professor of Strategy, Program and Project Management at ESC Lille; Managing Director of Human Systems (Asia Pacific) Pty Ltd.; co-authored and led a presentation on “Global Standards for Project and Program Management.”

Dr. Paul Giammalvo, PhD from ESC Lille and a well-known authority in the field of integrated portfolio, program and project management and based in Jakarta, Indonesia, co-authored and presented papers on “Introducing AACE’s C3PM Competency Based Credential in Integrated Portfolio, Program and Project Management” and “International Development Project Management – The Alaska Permanent Fund and Norway’s Natural Resources Trust Fund as Examples of Sustainable Development.”

Prof. Dr. Ralf Muller, Adjunct Professor of Project Management at ESC Lille in France and Associate Professor at Umea University in Sweden, made a presentation on “Profiles of Successful IT Project Managers”


Ms. Sara Ross, (in photo with Christophe Bredillet and Hiroshi Tanaka) PMP, PRINCE2 Practitioner, P2M-PMCI, associate professor and quality program manager at ESC Lille and former Programme Manager for ESC Lille’s MBA Program at its Paris Campus, was co-presenter on Tuesday of the ESC Lille Program in Project & Programme Management.

Mr. Jass Stacpoole, PMP, PRINCE2 Pactitioner, PMCI, an engineering project manager for Verizen Business in France and currently studying for a Master of Science Degree in Project and Programme Management at ESC Lille, presented a paper on “Roundabout Management in a Flat World.”

Dr. Hiroshi Tanaka (Japan), PhD (Hon) in Strategy, Programme and Project Management, PMP; professor of project management at ESC Lille; and president of PMAJ in Japan; was chair of the Tokyo symposium and also co-led several presentations on P2M and the ESC Lille PM program.

Prof. Dr. Rodney Turner (UK), professor of PM at ESC Lille and the Kemmy Business School, Limerick, Ireland, adjunct professor at the University of Technology, Sydney; and visiting professor at Henley Management College, UK; made a presentation on “Goverance in the Project-Oriented Organization: doing the right project right, first time, every time.”

Prof. Xue Yan, honored Professor of Postgraduate School of the China Academy of Science; visiting scholar and research Fellow at the University of Cambridge in the UK; part-time professor at Peking University; vice president of the Project Management Research Committee of China; and currently doing her PhD research work at ESC Lille; delivered a presentation on the topic of “Establishing the Results-based Monitoring and Evaluation System for Key Projects in the Public Sector in China.”

PMI signs major Higher Education Accord in China

The China National Steering Committee of Professional Education of Master of Engineering (SCME) and the Project Management Institute (PMI) have signed an accord encouraging Chinese universities offering master of project management engineering degrees to seek accreditation of their programs by PMI’s Global Accreditation Center for Project Management (GAC). The SCME oversees China’s national consortium of 103 higher education institutions that have been authorized by the Chinese government to offer master’s degree programs in project management.

Chen and Andrews said the accord is a significant agreement because the concept of accreditation by international non-government agencies is relatively new in China and because it will facilitate the exchange of best project management teaching and research practices within the global academic community.

The PMI Global Accreditation Center (GAC), which is a member of the Association of Specialized and Professional Accreditors, accredits project management degree programs at the bachelor’s, master’s, and doctoral levels. The Engineering Master Program in Project Management at the School of Mechanical Engineering at Shanghai Jiao Tong University was accredited by the PMI GAC in January 2008 and is the first of the 103 schools offering this degree in China to receive PMI GAC accreditation. Fourteen colleges and universities worldwide have earned PMI GAC accreditation through the first quarter of 2008.

The Chinese government has committed significant resources to assuring that highly educated project managers are available to serve its rapidly growing construction and engineering, information technology (IT), manufacturing and aeronautics sectors. In 2004, the government instituted a number of engineering master’s in project management degree programs that have now grown to more than 100, including programs at several business schools. There currently are more than 14,000 students enrolled in these programs, making it the most popular engineering master’s discipline in the world.

“Recognition of the standard of project management education set by the GAC will assure that China’s increasing cadre of project managers are well qualified to meet Project Management Professional (PMP®) certification requirements,” said Gregory Balestrero, chief executive officer, PMI. “Practitioners who have earned the PMP credential will enter the Chinese engineering, construction and management workforce fully prepared for project management challenges associated with China’s rapid growth as a world economic power.”

PMI has a tradition of supporting China. A member of PMI’s GAC Board, Prof. Dr. Wang ShouQing, is from Tsinghua University. Wang is leading, under the direction of SCME, the national consortium of 103 Chinese universities and colleges with master degree programs in project management. PMI also continues to support project management research at Chinese universities and at its upcoming biennial Research Conference in Warsaw Poland will feature a plenary speaker from Shanghai Jiao Tong University.

For the development of post-graduate education for master of engineering, the Degree Committee of the State Council and the Ministry of Education of China decided to set up SCME in Dec. 17, 1998. Led by the Degree Committee of the State Council and the Ministry of Education of China, SCME is the expert direction and consultation organization on the degree education of National Master of Engineering. The SCME’s main duties are to:

  • direct and coordinate the National Master of Engineering programs

  • oversee the quality of master of engineering programs

  • promote the communication and cooperation between the master of engineering education and enterprise engineering technology and engineering management staff training

  • direct the international exchange and cooperation on master of engineering education

  • promote the continuous improvement and development of degree education on master of engineering

The first and second director members of SCME are Wang Dazhong, past president of Tsinghua University, and Gu Binglin, the current president of Tsinghua University. The secretary department of SCME is under the post- graduate college of Tsinghua University. By the end of 2007, there were 40 areas of engineering in China. Also, 212 training organizations have the right to grant the master of engineering degree in China, There are more than 170,000 students enrolled in master of engineering programs in China, and, more than 110,000 students have earned the master of engineering degree.

PMI is fully engaged in the education process through its Global Accreditation Center (GAC). Established by PMI in 2001, the GAC for Project Management acts as the sole governing body for the policies, procedures, and standards for accrediting project management programs at the bachelor, master and doctorate degree levels. The discipline of project management continues to become more recognized within the academic world over the past 20 years.

In 1994, there were only two bachelor and nine master level project management degrees — primarily in construction management. Through 2007, the number had grown to more than 386 degree programs at 277 institutions worldwide. The degrees have broadened to encompass not only construction management, but also business management, engineering, architecture and information technology. There are four newly accredited degree programs at three universities, two in the United States, one in Germany and one in China. GAC now has a total of 14 accredited schools, and 17 more schools are in the GAC accreditation process.

PM Ambassador Michel Thiry to deliver Workshop in Bucharest
on Delivering Corporate Value through the Project-Based Organization

For two days, between 15th and 16th of April, PM Ambassador™ Michel Thiry, a reputed keynote speaker for major international Project Management events and well known seminar leader will hold a workshop in Bucharest focused on strategic roles that PMOs, Portfolio and Program Management can play within the broader framework of organizations’ aim to generate benefits for the business itself and for their customers.

Michel Thiry (pictured) has over 30 years’ professional experience and is founder and Managing Partner of Valense Ltd, a company that provides consultancy services and educational support for the Project-based organizations. He is a PMI Fellow in good standing since 2006 thanks to his many significant contributions, while one year later he gained the same recognition from the Association for Project Management (APM) in UK.

Mr. Thiry is also a prominent author and contributor to numerous book articles such as “Value Management Practice” or Gower’s “Handbook of Project Management”. He is also known for his contributions in publishing PM Network magazine in which he publishes the “Executive Speak” quarterly column.

The Romanian audience will have a great opportunity to meet with a highly ranked professional in the field and more than that, to interactively exchange opinions and concepts with him.

The workshop is structured to last for two days and the organizing sponsor CODECS has highlighted that seats are very limited. It was Mr. Thiry’s desire to confine the audience to a limited number of participants in order for all to better benefit from face-to-face interactions, groups practice and interactive dialogue. These things would not be possible in a larger group of auditors.




The first day is to be dedicated to the Project Management Office (PMO) and Project-Based Organizational issues, as well as their relations with stakeholders. The second day seems to have an extremely challenging agenda glancing through the Project Portfolio Management, aligning the corporate strategies through the projects, and linking business strategy with projects and programs.
