Quang Ton named International Correspondent
for PMForum in Houston - USA

PMForum is happy to welcome Mr. Quang Ton as an International Correspondent in Houston, Texas, USA. Mr. Ton is also a Service Delivery Manager at Schlumberger, a global oilfield services company.


Quang Ton holds a Masters degree in Computer Engineering from the Université de Technologie de Compiègne and a BS in Industrial Data Processing and Electronics Engineering from the Université de Créteil in France. Quang is a Certified Project Management Professional (PMP®) from the Project Management Institute (PMI®), a Certified Information Technology Infrastructure Library Foundation (ITIL) in Service Management from EXIN, a Certified Information Security Manager (CISM) from the Information Systems Audit and Control Association (ISACA) and a Certified Associate Business Manager (CABM) from the Association of Professionals in Business Management (APBM).

Quang has been involved in various programs, projects and service management of products with worldwide scope, organizational strategy and system delivery to over 70,000 users. His various assignments have extended his skills not only to project management discipline but also business development, communications, marketing and personnel training. Additionally, He has been leader of the Eureka Process Management Special Interest Group (SIG) from 2005 to 2007 serving globally 1,300 members (the top 5 countries for members were: France, Great Britain, Nigeria, United Arab Emirates and USA).

Some of Quang’s assignments at Schlumberger since 1998 have included:

  • Service Delivery Manager – applying best practices of ITIL framework to service management of a new solution, ensuring all aspects of IT service management of the solution to senior management; taking all components of the company’s networking, servers, software and storage technologies to business units as an integrated service; supporting other projects related to collaboration, configuration management and smart card usage company-wide.

  • Senior Project Manager – responsible for deploying major components of the Corporate Badge & PKI program; development of Business Continuity and Backup & Planning process of the Schlumberger Certificate Authority environment including Firewall Management; co-leader of “Process Management” SIG for company’s Eureka Technical Communities; ensured proper deployment of specific applications across entire Schlumberger population (70,000 employees worldwide).

  • IS Project Manager – planned security strategies, change management and information classification security to achieve more robust security organization-wide; project manager for card life cycle system and trusted environments using PKI and digital certificates associated with Certificate Authority server; supported roadmap for a remote access system that offers Dial-up, Wireless, Toll-free, PKI and VPN access to employees and contractors; monitored the quality of security product services.

  • System Integrator & Consultant – various roles including Smart Card & PKI Support Engineer, Oracle Database Administrator and Designer, System Architect, and Local Registry Authority; supported project management on web interface to provide PKI and digital certificates management and smart card management services to employees; administered and supported a remote access system; administered and supported corporate financial systems; enhanced a smart card system to be compliant with US governmental security standards.

  • Applications Engineer – integrated an identity and access management system combining Cyberflex Access cards and biometrics enrolment; developed and supported an HR system to provide employee benefits in North America, managed the project using RUP methodology; provided Oracle administration expertise for internal projects.

  • Technical Consultant – at Schlumberger Omnes in Montrouge, France, deplayed and administered a card issuance system in 18 major Schlumberger sites worldwide; trained officers to use the system; participated in quality control of Thin Client and Citrix Server.

  • Software Engineer – at Schlumberger Global InfoSec in Austin, Texas, developed a card issuance system for a bio/medical customer supporting Mifare and HID smart card technologies; assisted in corporate network maintenance.

  • Software Intern – at STMicroelectronics in Dallas, where he developed and designed web sites and assisted in corporate network maintenance

  • Technical Intern – at Schlumberger Smart Cards & Terminals in Montrouge, France.

He currently services as Vice President of Communications for the Houston Chapter of the Project Management Institute (PMI), where he also serves on the chapter’s Board of Directors and Strategic Planning Committee.

According to Wikipedia, Houston is the fourth-largest city in the United States and the largest city in the state of Texas. As of the 2006 U.S. Census estimate, the city has a population of 2.14 million within an area of 600 square miles (1,600 km²). Houston is the economic center of the Houston–Sugar Land–Baytown metropolitan area—the sixth-largest metropolitan area in the USA with a population around 5.6 million, which had a Gross Area Product (GAP) in 2006 of $325.5 billion.

Houston was founded in August 1836 by Augustus Chapman Allen and John Kirby Allen on land near the banks of Buffalo Bayou. The city was incorporated in June 1837 and named after then-President of the Republic of Texas—former General Sam Houston. The burgeoning port and railroad industry, combined with oil discovery in 1901, induced continual surges in the city's population. In the mid-twentieth century, Houston became the home of the Texas Medical Center—the world's largest concentration of healthcare and research institutions—and the Johnson Space Center, where NASA’s Mission Control Center is located.

Houston's economy has a broad industrial base in the energy, manufacturing, aeronautics, and technology sectors; only New York City is home to more Fortune 500 headquarters. Commercially, Houston is ranked as a world city, and the area is a leading center for building oilfield equipment. The Port of Houston ranks first in the USA in international waterborne tonnage handled and second in total cargo tonnage handled. Four of the six super-major energy companies maintain a large base of operations in Houston. The headquarters of Shell Oil Company, the US affiliate of Royal Dutch Shell, is located at One Shell Plaza. While ExxonMobil maintains its global headquarters in Irving, Texas, its upstream and chemical divisions are located in Houston. Chevron has offices in Houston, having acquired a 40 story building intended to be the headquarters of Enron. The company's Chevron Pipe Line Company subsidiary is headquartered in Houston. The international headquarters of ConocoPhillips is also located in Houston.

The city has a multicultural population with a large and growing international community. It is home to many cultural institutions and exhibits—attracting more than 7 million visitors a year to the Houston Museum District. Houston has an active visual and performing arts scene in the Theater District and is one of five US cities that offer year-round resident companies in all major performing arts.

Eric Jenett to receive Lifetime Achievement Award
from PMI College of Scheduling

Eric Jenett, AIChE, AACEi, PE will receive the Jim O'Brien Lifetime Achievement Award from the PMI College of Scheduling (CoS) at the PMI COS annual conference in May 2008. Eric was one of the founders of PMI in 1969 and a founder of the PMI Houston chapter in 1973. He is a past-President and Board Chair of PMI and was elected a PMI Fellow in 1982. Eric is also a Global Advisor for PMForum and PM World Today.

Eric Jenett has spent over 55 years working in project environments with increasing levels of responsibility, including technical design through chief process engineer, engineering vice president, corporate vice president, project manager and project director. After receiving his Masters Degree in Chemical Engineering from Columbia University, Eric spent a majority of his career with Brown & Root Corporation in Houston, Texas, USA retiring in 1989 as Corporate Vice President.

During his career, Eric had experience working on a wide variety of project types in the USA and abroad. Eric was one of the founders of the Project Management Institute (PMI®) in 1969 (he is PMI member #3), and served as PMI President in 1971, Chairman of the PMI Board of Directors in 1972, and PMI Secretary during 1975-76. He was founder of the Houston PMI Chapter (the first PMI Chapter chartered) and served as Houston Chapter President and Chair. He also helped organize PMI’s first regional seminar in 1976, which evolved into the annual Seminars/Symposium and now Global Congresses. His PMI recognitions include Distinguished Contribution (1975) and PMI Fellow (1982); he also carries the distinction of PMP #1 (ret.). PMI’s “Eric Jenett Project Management Excellence Award” is named in his honor.

Eric was also an early member of the American Association of Cost Engineers International (AACEi), having attended their formation meeting in 1956. He has been a member of the American Institute of Chemical Engineers (AIChe) for over 40 years and was a registered engineer in Texas until his retirement. Eric has written and lectured frequently during his career and afterwards on both technical and project management topics and authored over 20 professional papers and handbook contributions, including several for PMI publications.

The World of Project Management loses Otto Zieglmeier in Germany

The world of professional project management was surprised and saddened to learn of the loss of Otto Zieglmeier, International Project Management Association (IPMA) Vice-President. Otto passed away in Germany on Sunday, 6 April 2008.

Otto was active in the project management professional community for many years and was well known among professional leaders in Germany, Europe, Asia and internationally as Project Excellence GURU - he was founder and promoter of the German and IPMA Project Excellence Award.

Following studies of chemical technology, Otto spent more than 25 years with Chemical Industry World Leaders German Bayer AG, British ICI and other associated industry SMEs in senior and top international management posts with responsibilities all over the world. Since 1994 he has been a consultant focusing on international management excellence transfer including interim projects in financial and budgetary control of projects for the European Commission, and as managing director in the automotive supply sector.

Currently serving as Vice President of the IPMA and a Member of the Board of German Association for Project Management, Otto holds several international and national top posts in the project management society. He was a Licensed Trainer in German & English , a registered consultant at the European Commission and an assessor of the EFQM SME European Quality Award. A renowned Keynote Speaker, Lecturer and Editor at National, International & World Congresses, Otto was a Lead Trainer and Lead Assessor of the IPMA’s International PE Award.

Otto Zieglmeier was considered to be the foremost International authority for the assessment process of the IPMA Project Excellence Award. Не was widely respected worldwide for his project management advocacy, expertise, friendliness and professionalism. He will be missed!

Brantlee Jacobs promoted to Director at PMI

The Project Management institute (PMI) has announced that Brantlee J. Jacobs of West Chester, Pennsylvania, USA, has been promoted to director of practitioner markets for the Project Management Institute (PMI), the leading membership association for the project management profession and the largest association dedicated to project management in the world.

Ms. Jacobs (pictured) provides leadership and oversight for the programs and services offered to PMI’s volunteers, volunteer leaders, members, certified professionals, components (chapters, Specific Interest Groups and colleges) and communities. She joined PMI in 1998 as a component services coordinator, also administering PMI’s leadership institute program.

Brantlee was manager of component and community relations prior to her promotion. She also has been manager of member & volunteer relations for PMI.

A native of Spring City, Pennsylvania, USA, Jacobs graduated from West Chester University with a Bachelor of Arts degree in German, Russian and political science. She also is a Certified Association Executive (CAE).

IPMA Chair pays tribute to Otto Zieglmeier

Adesh Jain, chair of the council of delegates of the International Project Management Association (IPMA), has asked PMForum to publish the following tribute to Mr. Otto Zieglmeier (photo of Otto below from IPMA files), IPMA vice president who passed away on Sunday, 6 April 2008.



According to Adesh, "The world of project management no longer will be the same after the untimely demise of our very dear friend Otto Zieglmeier. I have known Otto since 2000 and he has been a constant encouragement to me. I recall distinctly in 2001 when we were traveling from Zurich to Frankfurt after the ExBo meeting of IPMA, when he said to me that 'The IPMA Berlin Congress should become the eye opener for PM professionals and he would need support from Asia in a big way.' In his opinion, IPMA annual events should showcase speakers from all over the world who could take the profession to higher heights. He was very kind to invite me to be one of the speakers for the Berlin Congress. We together shared the emergence of the new world where gender bias, geography bias, color bias, etc would all disappear to give rise to the knowledge era."

“I cannot face the reality knowing that Otto is no longer with us,” he added. “Otto was one of the major strengths for me during 2005-06, when I was the President of IPMA and he was Vice President. He was so passionate about IPMA awards that during the year 2005, extra marketing budget was allocated to Awards. He came to India in 2005 to start the first IPMA Award Assessor's workshop and contributed a great deal to bringing IPMA Awards awareness to Indian companies.”

“Not only in IPMA family, but the project management family at large will miss the untimely demise of Otto as an irreparable loss to the whole community. We only recently signed a letter with signatures of over 30 member countries in Istanbul on March 29 wishing him early recovery. I and my wife Ruchira, who also worked closely with Otto, and the entire IPMA family only wished that God or Nature would have kindly heard our wish and agreed with our petition for him to become better,” Mr. Jain stated.

Ron Black captivates and educates at PMI Dallas PDD

Ron Black, the keynote speaker during lunchtime at the PMI Dallas chapter’s Second Annual Professional Development Day (PDD), delivered an animated, entertaining and very educational presentation on Saturday, 12 April. The PMI Dallas Chapter’s annual PDD was held from 7:30 a.m. until 5:00 p.m. on April 12 at the Crowne Plaza North Dallas/Addison Hotel in Addison, Texas, USA, with approximately 150 people attending


Ron Black’s presentation was entitled “Acrobatics for Overachievers: The Art and Science of Managing Multiple Projects and Priorities.” Designed for today’s ultra-busy professional, Mr. Black hit the nail on the head when he described how busy we all are today, and how it sometimes seems impossible to create balance in our lives. As he suggested, we all want to increase productivity, while maintaining a sense of well being.

Ron Black’s animated presentation captivated the audience, as he told stories, used anecdotes and presented useful suggestions based on elements of project management, time management, and organizational skills. He also referred to the latest research on multi-tasking, sleep and other performance affecting choices, using humor to transform the presentation into an interactive and entertaining experience. But he primarily used his own life experiences to illustrate how crazy life can be for project managers today – as we try to accomplish so much more in ever less time.

Archibald, Liberzon & Mello to showcase Success Driven PM
and Multinational Cooperation at PMI COS Conference in May



Well known project management pioneer Russell Archibald (pictured - Mexico/USA) will team up with Vladimir Liberzon (Russia) and Peter Mello (Brazil) to present a serious new paper on "Success Driven Project Management" at 4:00 p.m. on Tuesday, May 6 in Chicago, Illinois, USA. The paper will be presented in the R&D Track at the PMI College of Scheduling's 2008 Conference in Chicago. The R&D Track will be chaired by Fred Plotnick.

“The Application of Success Probabilities, Success Driven Project Management/SDPM, and Some Critical Chain Concepts to the Oil & Gas Industry in Brazil.”

In their presentation and paper, the authors will present and discuss the practical application of range estimates for activity durations and/or resource requirements to produce success probability trends, a basic advance included in Success Driven Project Management/SDPM. SDPM has been used in Russian speaking countries for the past 15 years and includes concepts equal to certain critical chain features; all concepts underlying SDPM will be briefly described.

Recent experience in applying SDPM to projects in the oil and gas industry in Brazil will also be described, and open discussion of all aspects of SDPM will be encouraged. This should break new ground for North American-based project schedulers and project management and control applications.

Larry Bull promoted to PMI Director

The Project Management Institute (PMI®) has announced that Lawrence (Larry) E. Bull (pictured below) of Charlestown Township, Pennsylvania, USA, has been promoted to director of organization products for PMI. He is responsible for establishing and operating PMI’s strategy to develop and deliver project management products and services to companies, government agencies and other organizations



Prior to his promotion, Larry was manager of the Organizational Project Management Maturity Model (OPM3®) – PMI’s project management maturity assessment product. He joined PMI in 2004 as a consultant. Before PMI, Bull was chief of financial planning for CSX Transportation’s Equipment Division. He also served as director of information services for CSX Transportation.

A native of Mentor, Ohio, USA, Larry graduated from Ohio State University with a Bachelor of Science/Bachelor of Arts degree in industrial engineering. He also earned a Master of Education degree in instructional systems design from Penn State University in State College, Pennsylvania, USA, and a Master of Business Administration degree from Duquesne University in Pittsburgh, Pennsylvania, USA.

He is a founding member of the Penn State University’s Alumni Advisory Board for Great Valley, Pennsylvania, USA.

Theofanis Giotis named PM Ambassador(™) in Greece

PMForum is pleased to announce that Theofanis Giotis, CEO of ITC Solutions and President of the PMI Greece Chapter, has joined the PM AmbassadorsTM Speakers Bureau. Based in Athens and with over 20 years of professional experience, Theofanis advises organizations and speaks on project management throughout Greece and the Europe Middle East and Africa (EMEA) regions. Theofanis Giotis is Co-Founder, owner and CEO of ITEC Training SA & ITEC Solutions SA since 1988, based in Athens, Greece. Since 2004 he is also Co-Founder & President of the Greece Chapter of the Project Management Institute (PMI®). Theofanis has over 20 years of professional experience in Project and Program Management, Information Technology, Economics, Operational Research and Management. Theofanis holds a BA in Economics from Athens University, Greece and an MSc in Management (O.R.) from Lancaster University, UK. Also he holds a Computer Programming/Systems Analysis degree from ACE College, Athens, Greece. He was certified as PMP® in 2003 and graduated from the PMI® Leadership Institute Masters Class in 2007. Theofanis serves as International Correspondent for PMFORUM.org in Greece. Since 2001, Theofanis has taught more than 55 Project Management and PMP® preparations courses with more than 633 attendees. As of July 2007, he has trained over 35% of all Greek PMPs.

Theofanis is a member of the following societies and organizations: AMACON, IEEE, ISACA; Project Management Institute (PMI®); PMI Greece Chapter (PMI-GREECE); PMI SIG Information Systems member since 2003; PMI SIG Education & Training member; PMI Frankfurt Chapter; PMI Washington D.C. Chapter; and PMI Troubled Projects SIG. His volunteer leadership has included: Greek PMI Chapter Co-Founder (PMI-GREECE) (2004); Greek PMI Chapter President (PMI-GREECE) (2004 until today); OPM3® 2008 Update Project Team Volunteer since 2005; and Lexicon Project Volunteer since 2006. He is a member of the PMI 2008 EMEA Global Congress CoPAT.
