Report on the PM-04 Project Management Conference
organized in Chios, Greece from 29-31 May 2008

The PM-04 > 4th SCPM and 1st IPMA/MedNet Conference on Project Management, held on the Greek Island of Chios during 29-31 May 2008 has been completed successfully last week. The Conference was organized by the Centre for Construction Innovation (www.innovation.view.gr/) National Technical University of Athens & the Dept. of Financial & Management Engineering (http://www.fme.aegean.gr/fme_en.htm), University of the Aegean. The Conference was officially sponsored by the profPM (http://cem.civil.ntua.gr/profpm/index.en.php) project (Network of Project Managers in Greece – Sustainable Professional Development) and a number of industrial sponsors. PMForum was the official Media Partner.

More than 150 participants and 60 speakers from 20 countries contributed to the Conference. The 500+ pages Conference ISBN proceedings are offered free of charge to the PM-Forum’s readership. They can be downloaded at http://cem.civil.ntua.gr/pm-04-proc.rar in compressed format [20 MB]. Also, printed copies of the proceedings for concerned organizations & libraries in Europe and the Mediterranean are available by contacting Dr. J.P. Pantouvakis at jpp@central.ntua.gr.

Selected papers from the PM-04 conference will also be published in a revised form in the International Journal of Engineering and Management and the Journal of Studies in Regional & Urban Planning. In addition, PMForum will publish selected papers in future editions of the popular monthly PM World Today eJournal (www.pmworldtoday.net).

The pre-conference activities included a seminar on “Best value practices from the USA” given at the Hellenic American Union (http://www.hau.gr/) in Athens on the 27th of May. Professor Kashiwagi of Arizona State University addressed an audience of 20+ participants and explained his innovative ideas and practices.

The pre-conference activities also included a project management standards workshop organized in Chios on May 29. During this workshop, the new ELOT-1429 Greek standard related to the managerial capability of organizations implementing public interest projects took place.

Prof. P. Fitsilis (TEI Larissa) explained the new standard. Prof. Nino Grau, Vice President of IPMA responsible for standards informed the audience about global project management standardization initiatives (esp. those of ISO) and IPMA’s involvement whereas Prof. J.P. Pantouvakis and Prof. K. Kirytopoulos joined the speakers in answering the audience’s questions and concerns. The two-hour event was actively attended by more that 60 delegates.

The Conference itself started in early afternoon on May 29. The event has been saluted by the Prefecture of Chios, the Mayor of the City of Chios, Prof. M. Mimikou, Dean of Civil Engineering, National Technical University of Athens, Prof. I. Karkazis, Dean of the Business School, University of the Aegean and Prof. A. Loizos, Director of the Department of Construction Engineering & Management, National Technical University of Athens. Salutations by the Technical Chamber of Greece and the Union of Hellenic Scientists for Protypation and Standardization have also been made.

Following the salutations, the first three keynote speakers addressed the Conference. Prof. M. Kagioglou, University of Salford, spoke on “Benefits realization – Bringing back the purpose of Project / Programme Management”. Why manage projects? To achieve benefits! Should we manage the projects as such or the benefits accrued from them? The talk contributed to finding the answer on this basic question.

Prof. Dean Kashiwagi, Arizona State University, questioned the applicability of project management itself. Do we really need to manage projects or should we create the structural framework by which they can run by themselves? New controversial ideas were presented at an audience that some accepted the principle and some opposed it as non-applicable.

The keynote speeches were completed by Gilles Caupin, PMAmbassador™ and Secretary General of MedNet who spoke on “Certification of Project Management Competences in the Mediterranean”.

Report from happy projects 2008 in Vienna

From May 29th to 30th 2008 Vienna hosted happy project's 08 (former pm days) - the annual international conference organized by ROLAND GAREIS CONSULTING (RGC) and PROJECT MANAGEMENT GROUP (PMG), WU-Wien. About 300 PM experts and students were present when Roland Gareis (A) opened the conference with a presentation on Sales Processes and Sales Projects. His presentation and the keynote of the marketing expert, Barbara Stöttinger (A), professor for international marketing at WU-Wien provided the framework for happy projects'08: PROJECTS & SALES.

 

 

 

 


Speakers from well-known national and international organizations and universities delivered presentations, case studies, workshops, and panel discussions about this year’s topics:

  • Sales processes and methods

  • Sales projects and programs

  • Sales tasks of project owner teams and project managers

  • "Selling" project, program and project portfolio management

As a plenary keynote the international student paper award winner Barry Rodgers (F), ESC Lille gave a presentation on his winning paper "Selling a PMO to Management as a Centralized Repository of Project Expertise".

During the two conference days there were many very interesting presentations, split into two practitioners streams and a researcher stream. To just briefly mention a few presenters in the practitioners stream: Francis Hartman, Quality Enhanced Decisions,(CAN) showed how project success should be sold with mind and heart. Mary McKinlay, Mary Mc Kinlay Projects Ltd. (UK) talked about the sales tasks of the project owner and the project manager. Mark Engelhardt, PMI Chapter Austria (A) presented the challenges of selling projects overseas. Pau Lian Staal-Ong, (NL) a project and quality manager from AT Osborne reported on the project marketing of the new north south metro line in historic Amsterdam and gave insights in marketing tools and techniques applied in this amazing case study. In the research stream Pernille Eskerod, South Denmark Business School (DK) gave insights on the project manager as a project marketer, and Dov Dvir, Ben Gurion University (Israel) talked about the future of project management research.

In parallel to the presentations, several workshops took place. In the workshop held by Dagmar Zuchi, RGC and Brigitte Sachs-Schaffer (A) the workshop participants tried out a systemic constellation to analyze a project team conflict. One traditional highlight of happy projects conference is the panel discussion of four well known professors on an interesting topic. This year Roland Gareis invited Rodney Turner, University of Limerick (IR), Christophe Bredillet, ESC Lille (F), and Lynn Crawford, Bond University (AUS) to report on their sales success and sales flops. As usual the audience was listing with a lot of smiles to the professor's panel.

At the evening of the first conference day the audience enjoyed a clubbing event in the Tech Gate sky scarper with good music and a wonderful view on Vienna.



The next day Franz Vieböck, the former Austrian cosmonaut, and now CEO of Berndorf AG gave a keynote about, how he sold project management to his organization and supported the change to a project-oriented company.

The final keynote was held by the very enthusiastic project manager Heinz Palme who provided an insight in the organization and the selling of the UEFA EURO 2008, organized in Austria and Switzerland (www.euro2008.uefa.com).

We had some wonderful days here in Vienna, a high quality program and lots of fun! The next happy projects'09 will be held on June 4th – 5th, 2009 on the topic "PROJECTS & CHANGE (again)".

Ahmed Mokhtar named International Correspondent
for PMForum and PM World Today in Egypt

Ahmed Saleh Mokhtar, PMP, MSE, a Certified Consulting Engineer and senior Project Management consultant and trainer based in Cairo, has been named an International Correspondent in Egypt for PMForum and PM World Today. Mr. Mokhtar is also the Consultancy Director for Promastar.

Mr. Mokhtar is a Senior Project Management Consultant and certified Project Management Professional (PMP) with a 23-year service record providing project management consultancy and training to public and private sector organizations in Egypt, Germany, Saudi Arabia and the UA Emirates.

He is currently, and since 2004, the Consultancy Director at Promastar, responsible for all project management consulting projects starting from PM maturity assessment, proposal preparation, resource allocation, setup and development of PM methodology, directing and managing the project execution and closing the projects. He had a main role in building the PMO in Saudi Telecom, Municipality of Jeddah, Al-Zakary Real-estate in Riyadh, Alssad Contracting in Jeddah and other organizations. His previous experience includes working as Director of Project Management Division in EPM Consultancy in Cairo from 1998-2003. Between 1989 and 1998 he worked in the project management division of Architectural Office Faulenbach in Germany. From 1983 to 1989 he was working as project engineer in Egypt.

Ahmed is thoroughly experienced in complete project management including project management control systems, project/program management office (PMO) setup and development, computerized project control software, claims analysis and prevention, risk analysis and management (contingency planning), and business development.

Ahmed has provided more than 100 PMP training courses in the region, and has been a visiting lecturer for project management in the Graduate School for Management, Arab Academy for Science and Technology, and at the 6 October University in Egypt. He has provided PM training courses with well known organizations in Egypt and the Middle East such as the American University in Cairo (AUC), AMIDEAST, Promastar, PMI-MENA-Chapter, RITI, Huawei Telecom Company, USA Corps of Engineers in Cairo, Washington Group, Saudi Telecom Company, Alcatel, Boeing-funded PMP-training, Dubai Electricity and Water Authority, and the Municipality of Jeddah.

Mr. Mokhtar gained his B. Sc. Degree in Engineering 1983 from Assuit University in Egypt and a Master degree in Construction Project Management 1991 from Hochschule Hidesheim/Holzminden University in Germany. In 1999, He received his PMP certification which has been renewed twice till 2008.

He is a Charter member of the Egyptian Project Management Society (EPMS). He is also a current member of the Project Management Institute (PMI), USA, and served from 2005 to 2007 as member of Board of Directors and VP of PMI’s Middle East / North Africa (PMI-MENA) Chapter. He is also a Member of the Management Engineering Society (MES), the local national member of the International Project Management Association (IPMA), Switzerland.

Ahmed Mohktar has been selected as a member of several national committees in Egypt, including the committee for issuing a new code of practice for construction project management in Egypt (2007-2008) and the ministerial committee for evaluating and negotiating the Greater Cairo Waste Treatment Project - with a budget of one billion USD.

According to Wikepedia, Cairo is the capital and largest city in Egypt and Africa's most populous city. Cairo was founded by the Fatimid caliphs as a royal enclosure in 969 A.D., ruled by the Ottomans from 1517 to 1798, and briefly occupied by Napoleon. Muhammad Ali of Egypt made Cairo the capital of his independent empire from 1805 to 1882, after which the British took control until Egypt attained independence in 1952. Cairo has a population of about 7.7 million people, with a metropolitan area population of about 17.3 million people. It is the sixteenth most populous metropolitan area in the world and the most populous in Africa.

Today, Greater Cairo combines historic towns and modern districts in one of the most historic cities in the world. Famous historic features include the Pyramids, Saladin's Citadel, the Virgin Mary's Tree, the Sphinx, and Heliopolis, to Al-Azhar, the Mosque of Amr ibn al-A'as, Saqqara, the Hanging Church, and the Cairo Tower. It is the Capital of Egypt and its history is intertwined with that of the country.

Cairo is located on the banks and islands of the Nile River in the north of Egypt, immediately south of the point where the river leaves its desert-bound valley and breaks into two branches into the low-lying Nile Delta region. Cairo is the center of Egypt, as it has been almost since its founding. 20% of all Egyptians live there. The majority of the nation's commerce is generated there, or passes through the city. The great majority of publishing houses and media outlets and nearly all film studios are there, as are half of the nation's hospitals and universities. This has fueled rapid construction in the city—one building in five is less than 15 years old.
This astonishing growth until recently surged well ahead of city services. Homes, roads, electricity, telephone and sewer services were all in short supply.

Egypt, officially the Arab Republic of Egypt, is a country in North Africa. The Sinai Peninsula is part of northeastern Egypt, which also forms a land bridge to Asia. Covering an area of about 1,001,450 square kilometers (386,660 sq mi), Egypt borders Libya to the west, Sudan to the south and the Gaza Strip and Israel to the east. The northern coast borders the Mediterranean Sea; the eastern coast borders the Red Sea.

Egypt is one of the most populous countries in Africa and the Middle East. The great majority of its estimated 80,300,000 people live near the banks of the Nile River in an area of about 40,000 square kilometers (15,000 sq mi), where the only arable agricultural land is found. The large areas of the Sahara Desert are sparsely inhabited. About half of Egypt's residents live in urban areas, with the majority spread across the densely-populated centres of greater Cairo, Alexandria and other major cities in the Nile Delta.

Egypt is famous for its ancient civilizations and some of the world's most famous monuments, including the Giza pyramid complex and its Great Sphinx (pictured at right below). The southern city of Luxor contains numerous ancient artifacts, such as the Karnak Temple and the Valley of the Kings. Egypt is widely regarded as an important political and cultural nation of the Middle East.

The Egyptian Nile Valley is home to one of the oldest cultures in the world, spanning three thousand years of continuous history. On 18 June 1953, the Egyptian Republic was formed, with General Muhammad Naguib as the first President of the Republic. Naguib was forced to resign in 1954 by Gamal Abdel Nasser, who assumed power as President and declared the full independence of Egypt from the United Kingdom on June 18, 1956. President Mohamed Hosni Mubarak has been the President of the Republic since October 14, 1981, following the assassination of former-President Mohammed Anwar El-Sadat. Mubarak is currently serving his fifth term in office. He is the leader of the ruling National Democratic Party.

Egypt is the world's 38th-largest country, twice the size of France, four times the size of the UK, and more than half the size of the US state of Alaska. Nevertheless, due to the aridity of Egypt's climate, population centres are concentrated along the narrow Nile Valley and Delta, meaning approximately 99% of the population uses only about 5.5% of the total land area.

Economic conditions have improved considerably after adoption of more liberal economic policies by the government, as well as increased revenues from tourism and a booming stock market. In its annual report, the IMF has rated Egypt as one of the top countries in the world undertaking economic reforms. Some major economic reforms taken by the new government since 2003 include a dramatic slashing of customs and tariffs. A new taxation law implemented in 2005 decreased corporate taxes from 40% to the current 20%, resulting in a stated 100% increase in tax revenue by the year 2006.

FDI (Foreign Direct Investment) into Egypt has increased considerably in the past few years due to the recent economic liberalization measures taken by minister of investment Mahmoud Mohieddin, exceeding $6 billion in 2006. Egypt is slated to overcome South Africa as the highest earner of FDI on the African continent in 2007. Student paper award winners' 08 announced in Vienna

"This year we had many high quality papers, so the decision of the jury was not an easy one", said Rodney Turner, University of Limerick and ESC Lille, jury member of the international student paper award, since it has been initiated by Roland Gareis, WU-Wien in 2002 and sponsored by Telekom Austria.

PROJECT MANAGEMENT GROUP, WU-Wien and ROLAND GAREIS CONSULTING organize annually the international and the austrian student paper award, to give student researchers an opportunity to present their results at the international happy projects conference held in Vienna. (www.happyprojects.at). As the conference was on PROJECTS & SALES the participants were encouraged to hand in papers on these topics, but papers on all project and process management topics were accepted.

Winners of the international student paper award´08

For the international student paper award we had 31 papers that entered the competition. The papers are written by Master, MBA and PhD students. The participants represented 16 universities and came from nations such as Australia, Austria, Denmark, France, Greece, Hungary, India, Ireland, Romania, Russia, Serbia and the Ukraine.

  • The 1st prize went to Barry Rodgers, ESC Lille Graduate School of Management, France for his paper “Selling a PMO to management as a centralised repository of project expertise”

  • The 2nd prize was honoured to Gabriella Dancsecz, PhD student at University of Pannonia, Hungary for her paper “Assessing project excellence of international sport event projects”.

  • The 3rd prize went to Catriona Burke, master student at University of Limerick in Ireland for her paper “Programme Management as a framework for implementing strategy: Brief flirtation or enduring marriage?

Adesh Jain to keynote International Luncheon
at AACE Congress in Toronto

AACE International has announced that Adesh Jain will be the keynote speaker for the International Luncheon scheduled for June 30 in Toronto. The 2008 AACE International Annual Meeting & ICEC World Congress for Cost Engineering, Project Management and Quantity Surveying: TCM - Cost Engineering for the Global Community, is being held during June 29 – July 2, 2008 in Toronto, Ontario, Canada.

Adesh Jain, M. Eng, CPP, MPD, is the immediate past president and current Chair of the Council of Delegates for the International Project Management Association (IPMA). Mr. Jain is also Managing Director of the Centre for Excellence in Project Management Ltd, President of PM Guru, Inc. (USA), Honorary President of Project Management Associates (India) and Chair of the IPMA Nation to Nation Forum. Adesh was named a Fellow of IPMA in 2006 and a Global Advisor for PMForum in 2007.

Adesh’s career includes 40 years of project-oriented work, including projects for Litton Industries and Control Data Corporation in the USA in the early 1970s. In 1973, Adesh returned to India where he became No. 2 in one of the largest steel plants in India. In 1975, Adesh was asked by Bharat Heavy Electrical Limited, the largest Indian Government engineering undertaking, to head their IT and Project Management services, the youngest CEO ever to head a division there. APM Fellow David Shannon named International Correspondent
for PMForum in the UK


David Shannon, Oxford alumni and APM Fellow in the UK, has been named an International Correspondent for PMForum and PM World Today. David is also Managing Director of Oxford Project Management Ltd., a UK-based project management advisory and consulting firm. David has a Natural Sciences degree and Master of Arts degree from Oxford University (Oriel College), and a Diploma in Accountancy and Finance from the Association of Certified Accountants in the UK.

David Shannon is a Fellow of the Institute of Management Consultancy, Honorary Fellow of the Association for Project Management (APM), Member of the Institution of Civil Engineers, Member of the Institute of Directors, Member of the British Quality Foundation, and is certified as a Meyers Briggs PTI Practitioner and as a Design Quality Indicator Facilitator. He is a lifetime member of the Oxford Business Alumni.

David has over 40 years of projects-related and management experience. Since 1987 he has led Oxford Project Management, completing more than 100 independent assignments for such blue chip companies as AEA, BBC, BSI, DflD, LUL, RBS and the World Bank. From 1985 to 1987, David was on the staff of the World Bank as internal management consultant, providing advice and support in various sectors and countries. He previously spent 11 years of successful consulting in PA Management Consultants Projects Division across UK private and public sectors and internationally. He has worked on projects in Abu Dhabi, Botswana, Croatia, Ethiopia, France, Germany, Indonesia, Iraq, Italy, Kazakhstan, Kenya, Mauritius, Netherlands, Nigeria, Romania, Saudi Arabia, Sudan, Zimbabwe, the USA and throughout the UK.

A long time member of the APM, David has been Branch Chairman (Thames Valley Branch), Director, Deputy Chairman, Head of Professional Board, SIG Coordinator and Interim Chief Executive; he has also been intimately involved in developing APM’s Guidance on Governance of Project Management. He has published papers and made presentations at numerous academic and professional conferences and in journals, and taught numerous project management courses. David’s key areas of practice are related to change management, governance, organisational development, project and programme management, and use of the Meyers Briggs PTI.

With a population of 60 million, it is the third most populous country in the European Union and is a founding member of the North Atlantic Treaty Organization (NATO) and the United Nations (UN), where it holds a permanent seat on the Security Council. The UK is also one of the world’s major nuclear powers and has an economy of approximately US$1.8 trillion. As the successor state to the British Empire, the UK retains influence throughout the world due to the extensive use of the English language, as well as through the world-spanning Commonwealth of Nations, which is ceremoniously led by the UK. An important new book on project management has been published by Pearson Education.

Rethinking Project Management: An Organizational Perspective
by Norwegian professor Erling S. Andersen examines project management from an organizational perspective, focusing on the relationship between the permanent and the temporary organization.

A project is a temporary organization, established by its base organization to carry out an assignment on its behalf. Inherent in this perspective is an understanding of the project’s most important purpose, to facilitate another organization’s progress. The assignment is about change, often within a certain time limit. The book discusses the foundation of a project, the planning, essential organizing, controlling, and leadership, all within an organizational perspective. There is not one right way to tackle projects - this book invites readers to rethink traditional methods and theories and offers new perspectives on every aspect of the project management process.

In practice we see that projects often fail. People disagree, they change their minds, they learn as a work progresses. The project develops into an important and influential organization with its own opinions, needs and challenges. Researchers have for a long time pointed out the need for new approaches to project management to take into account the specific demands of individual projects.

Erling S. Andersen is professor of Project Management and Information Systems at BI Norwegian School of Management, Oslo, Norway. He holds a Masters Degree in Economics from the University of Oslo. Before joining BI NSM he was Associate professor in economics at the University of Oslo and Dean of NKI College of Computer Science and Professor of Information Science at the University of Bergen. He has been a visiting professor to the University of Tokyo, Japan and Nanyang Technological University, Singapore. Professor Andersen has published several books and articles on information technology, systems development, project management and management in general. His previous book "Goal Directed Project Management" has been translated into several languages.
