Chartered Institute of Building names Keith Pickavance
as President & new Board of Trustees in London

The Chartered Institute of Building (CIOB) has for only the second time in its 174 year history elected an architect as President. Keith Pickavance (pictured), who is a Senior Vice President for Hill International, has become the CIOB's 105th President.

Keith made the following main points during his acceptance speech and afterwards:

  • "The built environment is a fantastic and challenging industry to be involved in, and to be honoured by its leading professional body in this way is very humbling. The CIOB is a community of professionals working across the built environment not bound by geography or discipline, and that gives us
    a uniqueness that I am proud of and truly reflects the diversity this industry supports."

  • "My term will include the familiar themes of sustainability, health and safety, ethics and education which will no doubt continue to be familiar issues for future Presidents of the CIOB. There are other topics that we as an industry are facing. Some grab more headlines in the media than others for obvious reasons. But two that I think need more awareness are population ageing and time management."

  • "We know that population ageing is pervasive, in fact it's a global phenomenon affecting everyone - but countries are at various stages of the process, and the pace of change differs greatly. Those that have started the process later will have less time to adjust. For the built environment that has an impact on the use, lifecycle and design of our buildings."

  • "Time related risk and the analysis of delay and disruption are parts of my everyday job as a specialist so it is no coincidence that I am interested in how the industry manages its time. The research that we recently launched at the House of Commons shows that on the whole complex construction projects in the UK are likely to be finished more than six months late, due to poor time control. The results indicate that the growth in training, education and skill levels within the industry in the use of time-management techniques has not kept pace with the technology available."   • "There is a role for us to play here and we will provide standards in effective time control by facilitating education and accreditation. On top of that there is a need for us to promote an increased awareness of the importance of project planning and scheduling in the industry."

Keith Pickavance is an architect with construction management experience. He is the author of 'Delay and Disruption in Construction Contracts' (3rd Edition 2005) and 'Construction Law and Management' (2007). Keith has had numerous articles published in leading technical and legal journals and regularly contributes papers on delay and disruption related issues.

His academic qualifications include a Diploma in Architecture, an honours degree of Bachelor of Laws, and a Diploma in International Commercial Arbitration. He is currently a Fellow of the British Academy of Experts, a Freeman of the Worshipful Company of Arbitrators, an international associate of the American Bar Association, a Member of the Project Management Institute, and a Member of the Royal Institute of British Architects.

As an expert he has been appointed on over 400 occasions in a broad variety of cases involving such diverse projects as housing, shipping, IT supply, oil and gas, road rail and air transport, multi -storey buildings, power generation plants, hospitals, commercial and industrial buildings, petro-chemical and other process plants. He has given evidence in a broad variety of civil courts and both domestic and international tribunals on more than 20 occasions over a period of 30 years as a testifying expert and has sat as an arbitrator, adjudicator or mediator on over 80 occasions.

Mary McKinlay in UK joins PM Ambassadors™ Speakers Bureau

PMForum is pleased to announce that Mary McKinlay, Managing Director of Mary McKinlay Projects Ltd, a Project Assessment and Training firm based in the UK, has joined the PM AmbassadorsTM Speakers Bureau. Based in London, UK and with over 30 years of professional experience, Mary has advised organizations and spoken on project management across the UK and in many other countries in recent years. She has now announced her availability to speak at project management events worldwide.

 

Mary McKinlay, BA FAPM MIoD, is also currently Vice President of the International Project Management Association (IPMA) and an Adjunct Professor of Project Management at Ecole Superieure de Commerce de Lille (ESC Lille) in Lille, France. Having worked in Project Management for almost 30 years as practitioner, researcher, expert and trainer, Mary is a Project Management enthusiast who is often invited as a Conference speaker.

Recent speaking engagements have included the IPMA World Congresses in Budapest, India, Shanghai and Krakow; PM Tage in Vienna; Ukrainian PM Association conferences in Kiev; conferences in Dubai, Slovenia, Nizhny Novgorod (Russia), Vienna (Austria), and Lisbon (Portugal), and the APM Conference in London. She has given workshops and tutorials all over the world.

Following a degree in Systems Engineering, she started her career in the defence sector on the Tornado aircraft project, subsequently working on many large programmes. A further dimension was added by participation in research programmes involving collaboration between industry and academics e.g. Alvey, SERC and ESPRIT. One of these projects was to generate a process model for Project Management using soft systems methodologies. This underlined the need for Project Management improvement and influenced her later work. Having trained in the use of the Project Excellence Model, Mary has acted as an assessor for the IPMA Awards since 2004. She has also jointly delivered Training Workshops for the Awards. She is a Governor of the University of Greenwich and an active member of the UK Institute of Directors.

Mary’s areas of expertise include Project and Programme Management, Risk Management, Systems Engineering. Special field of interest Aerospace and Defence. Professional interests are in the principles & theories of programme/project management and development of a closer relationship between Industry and Academe; working together trans-nationally and establishment of standards to make this possible; and use of Systems Thinking principles as a foundation for effective project management, especially in the field of complexity.

Laura Magahy becomes First Woman in Ireland
to gain IPMA Level A Certification

The Institute of Project Management has announced that Laura Magahy of MCO Projects Ltd has become the first woman in Ireland to acquire the coveted IPMA Level A certification status. Her candidature was recently assessed in Dublin with the IPMA Vice President of Certification Brigitte Schaden participating in the process. She is only the second person in the country with this credential and is a member of an elite group of less than 200 throughout the world. The IPMA four level certification system operates in 43 countries and is expected to have 100,000 certified professionals by year end.

Laura said that "I wanted to acquire IPMA Level A certification because I believe it gives formal recognition to the experience I have gained during my career. I have gained a great deal of experience working successfully as Project Director/Project Manager during the last 20 years. Many of these projects have been highly complex, with a myriad of constituent elements comprising the total project, all of which have needed to be managed successfully to completion."

"The qualifications I hold complement the work I do," she added, "including my MBA, and my recently acquired Chartered Directorship, which involved refreshing my competence in governance, strategy, finance, HR, legal, and marketing."

Laura Magahy is the Managing Director of MCO Projects Ltd (www.mco.ie) a company specialising in sustainable development and architecture for the public and private sectors. She has served on many public and private Boards in Ireland and the UK, including CIE, Dublin Bus, Gresham Hotels plc, Dublin Chamber of Commerce, the Arts Council of Ireland, Ilex Urban Regeneration Board in Derry, Design Ireland, Junior Dublin Film Festival, and Graffiti Theatre-in-Education Company, among others. She is currently President of the Institute of Directors in Ireland.

With over twenty years’ experience as Project Director/Project Manager for multi-disciplinary construction and urban renewal projects, she has a track record in delivering quality projects on scope, on time and on budget. In addition to traditional construction project management skills she is an experienced team-builder and commercial negotiator as well as being a strategic thinker who can respond creatively to changing and challenging circumstances.

The projects she runs on behalf of MCO Projects Ltd. vary in size and complexity, the largest being the Mater Campus Hospital Development, a circa €250 million build cost project, involving the re-building of a substantial part of the Mater Hospital and bringing the Metro to the Mater Campus site.

Prior to establishing MCO Projects Ltd. in 2000 Laura was Chief Executive/Project Director for ten years of Temple Bar Properties Ltd., a commercial semi-state company in Ireland that pioneered new approaches to urban renewal, green energy and intelligent buildings, leading more than 40 different individual projects during her tenure.

Roland Gareis to deliver keynote speech at
IPMA World Congress in Rome in November 2008

The project management team for the 22nd IPMA World Congress on Project Management - ROMA 2008 Project Management to Run -has announced that Prof. Roland Gareis will be a keynote speaker for the November congress. Roland Gareis is Professor of Project Management and Head of Department Projekt Management Group at the Vienna University of Economics and Business Administration, Vienna, Austria. He is globally recognized for his research on the topic of project based society.


Roland Gareis, PhD, Dkfm, is also director of the Professional MBA Program “Project & Process Management” at the university and manager of the research program: Project orientation (international). He was formerly a visiting professor at the Georgia Institute of Technology and Georgia State University in Atlanta, USA; at ETH in Zurich, Switzerland; and at the University of Quebec in Montreal, Canada. He studied at Vienna Technical University and the University of Economics and Business Administration, receiving his doctorate in 1972. He was a post-doctoral visiting scholar at the University of California Los Angeles, USA, in 1976. From 1986 – 2002, Roland was chairman of the board of Project Management Austria, the Austrian professional project management association. In 1990, he organized the IPMA World Congress in Vienna on the topic of “Management by Projects”. He is the former research director for IPMA and has been involved in various project management research and teaching projects for over 20 years. Since 1982, Professor Gareis has also owned and managed ROLAND GAREIS CONSULTING, providing project management services to national and international companies throughout Europe.

At the 22nd IPMA World Congress in Rome, as a key-note speaker, Dr. Gareis will speak on the topic of “Change Management and Projects”.

According to his abstract, “Transformations of organizations due to mergers, acquisitions, new business developments, etc. have to be fast, efficient and have to achieve the defined business case results. In discontinuous changes new identities of the considered organizations result. For the management of change processes a professional change management is required. For different change types, such as transformations, resolutions of crises, and organizational developments, different forms of management are to be applied. Projects and programmes are organizations to manage phases of change processes. The relationship between change management and project & programme management is to be optimized. The specific challenges for project management in change processes are to be identified. The project manager of a change project, e.g. has to have good organizational and process management competences, required by its business plans.”

Carol Dekkers Named PM Ambassador™ in Florida

PMI Research Award Winners Announced
at PMI Research Conference in Poland

The Project Management Institute (PMI) has awarded The PMI® Research Achievement Award to Dragan Z. Milosevic, PhD, PMP, of Portland, Oregon, USA, and the Project Management Journal Paper of the Year Award to Blaize Horner Reich, PhD, of Vancouver, Canada.

"The PMI Research Achievement Award is for a person who has significantly advanced the concepts, knowledge and practice of project management through professionally conducted and authored project management research,"said Edwin J. Andrews, PhD, director of academic and educational programs and services and research for PMI."The Project Management Journal Paper of the Year Award recognizes a paper that has made a significant contribution to project management knowledge and practice. We are pleased to have distinguished recipients for each of these awards."

Project management research involves scholarly or scientific investigations or inquiries and is based upon data from which general conclusions can be drawn. Both the data and the conclusions are focused on either the project management context or the management activities needed to complete a project successfully, but not on the technical activities of the project. Dr. Milosevic’s research focuses on the broad area of project management with particular emphasis on standardization of project management and alignment with business strategy.

Dr. Dragan Z. Milosevic (pictured left) is professor of engineering and technology management at Portland State University in Oregon, USA. Prior to beginning his teaching career in 1993, he held management and leadership positions with firms in industry, including posts of engineer, project manager, marketing manager and executive vice president for projects. Over the past decade, Dr. Milosevic has written eight books on project management,six chapters in professional reference books and more than 45 leading-edge research papers in world-class journals and conference proceedings.

His ideas have influenced academic programs and executive training, and his scholarly work has helped establish new directions and standards by making significant and sustained contributions to the theory and practice of project management. Dr. Milosevic has presented his research and project management insight at guest lectures, colloquia and seminars at more than 100 enterprises and universities worldwide. He also has presented papers at seven PMI Symposia and Research Conferences, starting as early as 1975.

His work was formally recognized in 2004 when he received PMI's David I. Cleland Literature Award for his book Project Management Toolbox and in 1988 when he was recognized with a Fulbright Senior Scholar Award. He has been named three time Best Teacher of the Year at Portland State University. He served on the PMI Research Member Advisory Group from 1993-1995. He currently serves on the editorial review board for the International Project Management Journal and the IEEE Transactions on Engineering Management. Dr. Milosevic studied at the University of Belgrade in Yugoslavia where he earned a bachelor of science degree in chemical engineering, a master of science degree in marketing and his doctorate in project management. He earned his Project Management Professional (PMP®) certification in 1990.

The Project Management Journal Paper of the Year must have appeared as a published article during the previous calendar year in the Project Management Journal, the professional research journal of the Project Management Institute. The Journal presents useful information on both theory and the practice of project management. The title of Dr. Reich’s article was "Managing Knowledge and Learning in IT Projects: A Conceptual Framework and Guidelines,"and it appeared in the June 2007 issue of Project Management Journal.

Dr. Blaize Horner Reich (pictured right) is a professor of business administration at the Segal Graduate School, Simon Fraser University in Vancouver, Canada, a consultant and a researcher. Earlier at Simon Fraser University, she was associate dean, Graduate Programs from 2000 to 2003. She also has been a visiting associate professor at Templeton College, Oxford University in the United Kingdom.

Her research focuses on project management, knowledge management, the alignment of information technology and business strategies and risk management.Following her work at British Columbia Hydro and Power as the company’s first data base administrator, she became a management consultant in the fields of strategic business and Information technology planning and information resource management. She completed a bachelor of arts degree in economics, a master in science degree in business administration and a doctorate at the University of British Columbia.

Dr. Reich serves on the board of directors of the Industrial Alliance Pacific Life Insurance Company and has served on the board of directors of the Thrifty Foods Company. Both Alliance and Thrifty Foods are headquartered in Canada. She also has been an associate editor of MIS Quarterly and a senior editor of Database. She is currently an editorial board member of the Journal of Strategic Information Systems, the Information Systems Journal and the Project Management Journal.

She is the author of Scaling the Ivory Tower:Stories of Women in Business Faculties and more than 40 published articles and conference proceedings. Dr. Reich and her research colleagues, Dr Chris Sauer (Oxford) and Dr. Andrew Gemino (Simon Fraser) operate a research-based website for project managers, at www.PMPerpectives.org

Both awards were presented at PMI’s biennary research conference - one that attracts academicians, scholars and project management professionals from throughout the world. A highlight of the conference held on 13-16 July 2008 in Poland was the announcement of preliminary findings of a three year-long research study on the "Value of Project Management." Commissioned by PMI and conducted by researchers at Athabasca University in Canada, the study looked at more than 60 case studies from a globally dispersed array of industries and provided benchmarks for organizations to calculate the return on investment for their implementation of standardized project management programs.

Leading Project Management Author and Authority
Dr. O. P. Kharbanda Passes Away in India

Dr. O. P.(Om) Kharbanda, acknowledged by many to be the "Peter Drucker of India," passed away on July 19, 2008. After graduation from Jhang, alongside the Nobel Laureates Abdus Salaam (1940), and earlier, Har Govind Khorana, Professor Kharbanda earned his MChE and DChE Degrees from The Polytechnic University of New York.

Professor Kharbanda authored over 30 books on project management,engineering, disaster response, finance, management and other topics. They included What Made Gertie Gallop?; Lessons from Project Failures; Successful Project Managers, Total Project Management: From Concept to Completion; Capital Cost Estimating for the Process Industries; Successful Projects: With a Moral for Management; and Project Cost Control in Action.

After extensive industrial teaching experience in the USA, UK and India, Dr. Kharbanda set up his Cost and Management consultancy, advising clients worldwide. He was a Fellow of the Institute of Chemical Engineers (UK).Dr. Kharbanda was interested in the areas of diversification and investments. His experience included doing techno-economic studies, including feasibility, marketing, company restructuring, strategic planning, project management and cost control systems.

Projects were his lifetime mission in America, Europe, India and developing countries. He also developed and was involved in projects in the Far East and Middle East. His clientele included small and medium-sized companies, as well as multinationals. He advised Master's, MBA, and Doctoral students doing practical and research courses.

Professor Kharbanda was UNIDO Visiting Professor at the Indian Institute of Technology (IIT) Bombay and Distinguished Professor in Management at Rushmore University. When not writing, consulting, or teaching, Om taught the three L’s (love, laugh and listen) to school teachers at the K-4 (infant) level.He also enjoyed trekking, swimming and enjoying the countryside and the hills.

Professor Andrej Skarabot Named International Correspondent for PMForum & PM World Today in Slovenia

Professor Dr. Andrej Skarabot, one of the best known and most respected project management experts in Slovenia, has been named an International Correspondent for PMForum and the monthly PM World Today eJournal. Recently retired from the University of Ljubljana where he taught management and project management since 1980, Dr. Skarabot remains active as an author, consultant, lecturer and assessor for IPMA Awards and Certifications.

Andrej Skarabot, PhD, has a diploma in Chemical Engineering (1963) from Ljubljana University in Slovenia and a Masters of Science (M.Sc.) in Business Administration (1975) and Ph.D. in Business Administration (1985) from Zagreb University in Croatia. Dr. Skarabot was a professor on three technical faculties, on the subjects of business and project management at the University of Ljubljana, Slovenia from 1980 - 2006, retiring in 2007. During 1989 – 2006, he was also a partner in d.o.o., a management consulting firm based in Ljubljana.

Andrej was the first beginner (together with J. Ovsenik) of project management (at that time generally called Network Analysis) in Slovenia in 1965. Since then, Andrej has extensive experience working and consulting on more than 80 projects, including the following:

  • Various firms in construction (companies SCT, Primorje)

  • Pharmaceutical (Lek, Krka)

  • Electro (Iskra Avtoelektrika, Eles)

  • Mechanical engineering firms in Slovenia and ex-Yugoslavia

  • Governmental organizations (Ministry of Economy, etc.)

He is an expert is organizing and implementing project management processes and programmes, in the construction and IT fields.

Andrej is President and First Assessor of the Slovenian Certification Body (SloCert) for the International Project Management Association (IPMA). He is also an assessor for IPMA’s International Project Management Award. For many years, he was a member of the Executive Committee for the Slovenian Project Management Association and director of the Slovenian certification body; he is an Expert of the Slovenian Economics Union.

Dr. Skarabot has taught more than 300 seminars and published over 190 articles and papers on economics, business and project management, in journals and international conferences. He has presented papers at many INTERNET/IPMA world congresses over the years, and at regional events in Central and Eastern Europe.

His current special interests are in the areas of project management terminology and portfolio management.

Ljubljana is the largest city and capital of Slovenia. It is located in the center of the country and had a 2007 population of 278,638. Ljubljana is regarded as the cultural, scientific, economic, political and administrative center of Slovenia. The city is divided into several quarters, formerly municipalities: Šiška, Bežigrad, Vič, Moste, and Center. Its transport connections, concentration of industry, scientific and research institutions and industrial tradition are contributing factors to its leading economic position. Ljubljana is the seat of the central government, administrative bodies and all government ministries of Slovenia. It is also the seat of Parliament and of the Office of the President.

Ljubljana and its surrounding area have been populated since ancient times, with the earliest known settlements in the Bronze Age. The Roman settlement Emona was built in AD 15; the first records mentioning Ljubljana date to 1144. The settlement received town rights in 1220, and in 1335 came under Habsburg rule. During this time Ljubljana was the capital of the duchy of Carniola, became the seat of a diocese in 1461, and developed into a Slovenian cultural center. With the disintegration of the Austro-Hungarian Empire in 1918, Ljubljana became the unofficial capital of Slovenia in the Kingdom of Serbs, Croats and Slovenes, and in 1929 the official provincial seat of the Drava Banovina within the Kingdom of Yugoslavia. After World War II, Ljubljana became the capital of the Yugoslav Socialist Republic of Slovenia, and remained the capital after the country's independence in 1991.

Slovenia, officially the Republic of Slovenia, is a country in southern Central Europe bordering Italy to the west, the Adriatic Sea to the southwest, Croatia to the south and east, Hungary to the northeast, and Austria to the north. The capital of Slovenia is Ljubljana.

At various points in Slovenia's history, the country has been part of the Roman Empire, the Byzantine Empire, the Republic of Venice, the Duchy of Carantania (only modern Slovenia's northern part), the Holy Roman Empire, the Habsburg Monarchy, the Austrian Empire (later known as Austria-Hungary), the State of Slovenes, Croats and Serbs, the Kingdom of Serb, Croats and Slovenes (renamed to Kingdom of Yugoslavia in 1929) between the two World Wars, and the Socialist Federal Republic of Yugoslavia from 1945 until gaining independence in 1991. Slovenia is the only former communist state to be at the same time a member of the European Union, the Eurozone, the Schengen area, the Organization for Security and Co-operation in Europe, the Council of Europe and NATO.

Four major European geographic regions meet in Slovenia: the Alps, the Dinarides, the Pannonian plain, and the Mediterranean. Slovenia's highest peak is Triglav (2,864 m; 9,396 ft); the country's average height above sea level is 557 metres (1,827 ft). Around half of the country (11,691 km²; 4,514 sq mi) is covered by forests; the third most forested country in Europe. Remnants of primeval forests are still to be found, the largest in the Kočevje area. Grassland covers 5,593 square kilometres (2,159 sq mi) and fields and gardens 2,471 square kilometres (954 sq mi). There are 363 square kilometres (140 sq mi) of orchards and 216 square kilometres (83 sq mi) of vineyards.

With a population of just over 2 million, Slovenia has a high-income developed economy which enjoys the second highest (after Cyprus) GDP per capita ($28,010.76 estimate for 2008) of the new EU countries which is 93% of the EU average. Although the country's relatively high inflation declined to 2.3% in 2006 (prior to adoption of the euro), it recently reached 5.1% year-on-year, exceeding the average in the eurozone.

Slovenia's economy has started to grow more strongly in the last few years (7.2% in first quarter of 2007, 5.7% in 2006, 4.1% in 2005), after relatively slow growth in 2003 (2.8%).

Despite economic success, Slovenia faces challenges. Much of the economy remains in state hands and foreign direct investment (FDI) in Slovenia is one of the lowest in the EU per capita. During the 2000s, privatisations were seen in the banking, telecommunications, and public utility sectors. Restrictions on foreign investment are being dismantled, and foreign direct investment (FDI) is expected to increase. Slovenia is the economic front-runner of the countries that joined the European Union in 2004 and was the first new member to adopt the euro on 1 January 2007.

IPMA President Veikko Valila to deliver Closing Keynote Speech at 2nd UT Dallas Project Management Symposium in August

The University of Texas at Dallas (UT Dallas) has announced that Veikko Välilä, president of the International Project Management Association (IPMA), will be the closing keynote speaker at the end of day two of the 2nd Annual UT Dallas Project Management Symposium in August. The conference, subtitled “Leveraging Project Management for Business Success!”, will be held in the School of Management building on the UT Dallas campus in Richardson, Texas, USA during 18-19 August 2008. Mr. Valila will speak on Tuesday afternoon, August 19, 2008.

Veikko Välilä (pictured left), current IPMA president, is also Chairman of Project Management Association Finland and Practice Leader of Marsh Ltd., a global insurance and risk management organization. He has more than 25 years experience in project and risk management, gained in employment with PaloDEx Group, Kone Corporation, Industrial Mutual, Ministry of Trade and Industry, P&C Insurance and Marsh & McLennan. Veikko has been Scientific and Industrial Commissioner of Finland for China and Southeast Asia, and has lived and worked in nearly 50 countries. He was a co-founder of Soredex Oy and responsible for start up of new insurance underwriting operations in the London market for Hansa Industrial Insurance. Veikko has provided consulting and risk management services to many large corporations in the areas of power generation (including thermal and nuclear power), pulp & paper industry and large infrastructure projects (including harbor and motorway projects.)
