Carol Dekkers named PMF Correspondent in Florida

Carol Dekkers, PMP, has joined PMForum.org as an International Correspondent in Florida, USA. Ms. Dekkers is also President of Quality Plus Technologies, Inc., a progressive management consulting firm specializing in working with companies who want to improve their software and systems success. Quality Plus does so by creating realistic and successful process improvement initiatives through objective and goal directed project measurement. Software measurement, software quality, project estimating, project management, process improvement, requirements, and software sizing (using function point analysis, as an example) are a few of Ms. Dekkers’ specialty areas.

Carol has been a visiting scientist in the software measurement area with the Software Engineering Institute (SEI) at Carnegie Mellon University based in Pittsburgh, PA, USA and currently holds credentials as a PMP, a Certified Management Consultant (CMC), a Certified Function Point Specialist (CFPS), an Information Systems Professional (ISP), and an ISTQB Certified Tester – Foundation Level. A Mechanical Engineer by education, Carol is also a professional engineer (Canada).

Ms. Dekkers is a former President of the International Function Point Users Group (IFPUG) and has been active in leadership positions with the Project Management Institute (past chair of the Metrics SIG), the American Society for Quality (ASQ software division council), and the International Organization for Standardization (ISO) software engineering standards subcommittee.

She has been a member of the editorial review board of Software Quality Professional Journal since its inception and also performs reviews for Computing Reviews. ASQ's Quality Progress named Carol as one of the 21 New Voices of Quality for the 21st Century. The PMI Project Management Network (PM Network) journal published an interview article Maximize the Business Cycle, featuring Ms. Dekkers, in January 2005.

With over 60 published articles on measurement, function points and software process improvement; and a myriad of international conference presentations to her credit (approximately 15 or more per year), Carol is well known in both the public (government) and private sectors as an expert on software measurement. Her forte is tying together goal driven metrics, return on investment, process improvement, cultural change, and the technical aspects of systems and software development. Supporters tout her talent for presenting technical concepts in a manner easily digested, embraced and understood by professionals globally.

Marc Zocher named PMF Correspondent in Northwestern USA

Marc Zocher, PMP, has joined PMForum.org as an International Correspondent in Washington State, USA. Mr. Zocher is also Executive Vice President of TLI Solutions, Inc., a technology and management services firm based in Golden, Colorado. The company provides management, strategic and technical services for various branches of the US government.

 

Mr. Zocher has a Bachelors of Science (B.S.) degree in Geology from New Mexico State University in Las Cruces, New Mexico, USA and has taken MBA courses at the University of New Mexico. He is also a graduate of the Artificial Intelligence, Expert Systems and Robotics Program from the Knowledge Systems Laboratory of the University of California.

Marc has twenty-four (24) years of experience on environmental, industrial, energy, and government related programs and projects, with specific expertise in systems architecture, information technology, training, research and development, cost engineering, and project management. Prior to joining TLI, Mr. Zocher was the founder, President and CEO of Morphic Corporation, a professional services and consulting company. He is former President of Rio Indigo, Inc., a software development company and is a member of the board of directors of Longenecker and Associates, Del Mar, California.

Mr. Zocher has expertise in the areas of business modeling and project planning, integration, cost estimating, and problem solving. He previously served in a lead consulting role for Informatics Corporation with assignments to the Boeing Airplane Company. He was responsible for worldwide business and systems architecture models for the Boeing Commercial Airplanes (BCA) program and the Joint Strike Fighter (JSF) Military Program.

Mr. Zocher previously served as Vice President of a high-end professional services firm with responsibilities for safety, risk assessment, environmental management, and information systems with emphasis in the U.S. Government market. He held primary responsibility for providing solutions to the U.S. Department of Energy, U.S. Department of Defense, and commercial clients. Mr. Zocher was also responsible for managing the Richland, Washington office and Washington, D.C. location. He is also a past member of the Board of Directors of Jason Associates Corporation.

Some of his project experience has included the following:

  • Senior Project Manager for the environmental restoration baseline development contract, Los Alamos National Laboratory (LANL) for which he was awarded the LANL Team Distinguished Performance Award for successfully completing the environmental baseline project through the DOE approval stage.
  • Lead responsibilities for major cost estimating efforts including the Yucca Mountain No-action alternative (estimating storage of spent nuclear fuel at 109 commercial nuclear facilities and four Department of Energy sites), and the Hanford vitrification privatization fair government cost estimate for the U.S. DOE.
  • Senior member of the Management Solutions Division with direct support to Boeing Commercial Airplanes (BCA), Renton, Washington. He also provided support to Duke Engineering Services Hanford (DESH), and Babcock & Wilcox, Inc. on cost estimating and baseline development projects at Hanford, WA.
  • Cost engineering and strategic planning support to the Industrial Engineering Tooling Group for 737/757 Tooling at Boeing Commercial Airplanes company. He developed a zero-base program for I.E. Tooling and assisted in reducing overall tooling costs by $6 million annually. He was awarded two certificates of achievement for both the zero-based effort and development of the 1999 Business Plan in a team environment.
  • Developed basis-of-estimate templates and trained support personnel in the DOE Spent Nuclear Fuel (SNF) Project for DESH under contract to DOE Richland.
  • Support contractor to the Human Systems Center/Strategic Planning Group (HSC/XRE), Air Force Materiel Command (AFMC), in the area of cost management for environmental, safety, and occupational health.
  • Senior Pollution Prevention Engineer for the U.S. Air Force Telemedicine Program, along with senior technical responsibilities in the Compliance Through Pollution Prevention (CTP2) Program. He was responsible for the overall project management strategy and operations planning in the multi-billion dollar Telemedicine Program.
  • Senior consultant services including financial modeling and cost estimating of the No-Action cost of the Yucca Mountain Environmental Impact Statement, senior reviewer of the Viability Assessment (VA), and lead estimator for the Yucca Mountain EIS. He was responsible for technical reports, senior briefings, and program position papers for the DOE Yucca Mountain Project Office.
  • Technical and consulting assistance to the Earth and Environmental Sciences (EES) Division of the University of California at Los Alamos National Laboratory. He pioneered the use of activity based costing in waste management and environment, safety, and health for U.S. Department of Energy on assignment to DOE Headquarters, Germantown, MD.
  • Developed the guidance in use today for effectively costing and managing operations funded waste management process plant activities at DOE sites across the United States. He developed expertise in environmental, waste management, and safety areas and managed the gels barrier technical demonstration project.
  • Special studies including the plant, personnel and equipment process review for Pacific Northwest National Laboratories (PNNL). He developed product-based solutions to client problems, including the ArgonautTM Project Navigator System software, and Highway Access Limitation Technology (HALT) (patent pending).
  • Acquired and managed the Tank Waste Remediation System Privatization Program contract, and provided senior consulting lead for estimating and financial planning of the government cost estimate for this multi-billion dollar project. He managed twelve other projects in nuclear, research, change management, re-engineering, environmental, and activity based costing areas in California, Idaho, Virginia and Washington states.
    For a project estimating, scheduling and controls consulting company in the United States, Mr. Zocher was responsible for opening, staffing, and maintaining two regional and one project office as the Western Operations Manager. He was promoted to Vice President based on leadership, customer retention, and quality of technical services.

Marc is a member of the Project Management Institute (PMI®) and a certified Project Management Professional (PMP). He was a volunteer member of PMI’s Organizational Project Management Maturity Model (OPM3) project team. Past certifications include the Certified Cost Consultant (CCC) and Certified Cost Engineer (CCE) through the Association for the Advancement of Cost Engineers (AACE) International, and the International Cost Engineering Council (ICEC). Mr. Zocher previously served as Past President of the New Mexico Section, AACE, and Vice President for Education, Columbia Basin Chapter of PMI.

Professor Rodney Turner to teach PM Course in Malta

According to the Times of Malta, a course in the Critical Skills and Techniques for Effective Project Management will be held in the island country from February 5 to 7, 2007. The three-day course is aimed at project managers working in R&D, construction, shipbuilding, corporate planning, systems development, financial institutions, IT or new product development, and should give participants an integrated approach to project management.

During the three intensive days, participants will be provided with tools and techniques to meet project objectives on time and within budget. Professor Rodney Turner, a director of Euro Projex, a firm of management consultants and director of the Project Management Programme at Henley Management College and ERASMUS University, is leading this programme. Professor Turner is the co-author of the definitive textbook Goal Directed Project Management, published by Kogan Page, and many project management articles in journals and conference proceedings. His latest book, The Handbook of Project-Based Management, a best seller, will be distributed to all course participants.

The Malta programme will be highly participative. The method of delivery will be through lecture and discussion in plenary sessions, and through exercises and case studies to provide participants with opportunities to practice the techniques. Most of the work is carried out in small groups. Whenever possible, participants' real situations are used as the basis for problem solving. Theofanis Giotis becomes PMF Correspondent in Greece

 

Mr. Theofanis C. Giotis, MSc, MCT, PMP has joined PMForum.org as an International Correspondent in Greece. Mr. Giotis is also Chief Executive Officer of ITEC Total Solutions SA, an Information Technology Solutions company founded in 1988. He is also a managing director and Chief Technology Officer of ITEC Training Services SA, an Information Technology, Project Management and Management Training company founded in 1995.

Mr. Giotis holds a Masters of Science (MSc) degree in Management (Operational Research) from the University of Lancaster, England and a Bachelors (BA) degree in Economics from the University of Athens, Greece. He also holds a Computer Programming and Systems Analysis Certificates from ACE College in Athens. He is currently a PhD Candidate in Project and Program Management.

Professor David Cleland named International
Editorial Advisor for PM World Today

 

Professor David I. Cleland, PhD, has been named an International Editorial Advisor for PM World Today, the online eJournal published by PMForum.org. Dr. Cleland is professor emeritus in the School of Engineering at the University of Pittsburgh, Pittsburgh, Pennsylvania, USA.

Dr. Cleland is the author or editor of 39 books on project management, engineering management and manufacturing management; he is the most published author of PM textbooks in the world. He has served as a consultant for both national and foreign companies, and is co-founder of the University of Pittsburgh’s Manufacturing Assistance Center (MAC), whose mission is to provide manufacturing systems technology assistance to small and mid-sized manufacturers in Western Pennsylvania.

A long time member of the Project Management Institute (PMI®), David was named a Fellow of PMI in 1987 and has received PMI’s Distinguished Contribution to Project Management Award an unprecedented three times. PMI established the annual David I. Cleland Excellence in Project Management Literature Award in 1997 in his honor. Jose Machicao becomes PMF Correspondent in Peru

 

Mr. Jose Machicao, MSc, CIP, PMP®, has joined PMForum.org as an International Correspondent in Lima, Peru. Mr. Machicao is also an Organizational Project Management consultant within public and private sectors in Peru, providing project management (PM) training and consulting services to governmental and industrial organizations in several different industries.

Mr. Machicao has a PMP® certification from the Project Management Institute (PMI®) and a Masters Degree in Energy from the University of Cardiff, Wales, UK, and has completed Energy Efficiency and Renewable Energies studies at the Universidad Nacional de Ingeniería in Peru. He has a Mechanical Engineering degree from the Pontificia Universidad Católica del Perú and is a member of the Colegio de Ingenieros (CIP 59417) (Peruvian Association of Professional Engineers).

Mr. Machicao is an experienced consultant and user for OPM3® products from PMI®. Ahmet N. Taspinar Becomes PMF Correspondent for Turkey

 

Mr. Ahmet N. Taspinar, MBA, PMP, REP has joined PMForum.org as an International Correspondent for Turkey. Ahmet N. Taspinar is also a management consultant providing project management (PM) training and consulting services to utilities, educational institutions, engineering/construction, banking telecommunications and information technology development industries.

Mr. Taspinar holds a Masters of Science degree in Civil Engineering from Harvard University and a Masters of Business Administration (MBA) degree from Northeastern University in the United States. Ahmet has 40 years of U.S. and overseas experience in petrochemical and energy projects, and in management information systems development. He has worked for Mobil Oil, IBM, Raytheon Engineers, ARAMCO, British Petroleum and the University of California in Berkeley. He retired from Pacific Gas & Electric Company in 1993, after 8 years of managing PM Training, PM Tools and PM Cost/Schedule Support.

Ahmet teaches PMP Certification Preparation, Project Planning and Control Using PM Software Tools, and Strategic Planning for a variety of industries. He is an instructor of Project Management at the University of California, Berkeley, Extension Program, and at various Academic Programs in Mexico and Turkey. He provides consulting support in developing project management processes and project offices, in developing and implementing strategic plans, and in using software tools such as Microsoft PROJECT and PRIMAVERA to plan and control projects.

He has taught PM Seminars and Workshops at AT&T, PG&E, NCR, Lucent Technologies, East Bay Municipal Utility District, Port of Oakland, Union Pacific Railroad, Pacific Bell, and at local industries and PMI chapters in Mexico, Moldova, Azerbaijan, Indonesia and Turkey. A member of Project Management Institute (PMI ®) since 1977, Ahmet has served as President and Officer of the Northern California Chapter and on numerous chapter and PMI committees. He has been a founding member of the New England, Istanbul and Mexico City Chapters, and was the deputy chair of the Project Management Excellence Team that studied the Financial Benefits of Project Management to Organizations. Ahmet was the recipient of the Northern California PMI Chapter’s Person of the Year (Wally Kruse) Award in 1992, and of PMI’s Distinguished Contribution Award in 1996. Cooke-Davies wins APM Outstanding Achievement Award

 

Terry Cooke-Davies has been awarded APM’s Sir Monty Finniston prize for his outstanding contribution to raising awareness of project and programme management while at the same time making an outstanding contribution to the development of project management as a vehicle for effective change.

“Thought leadership” is a phrase rapidly growing in currency but very few individuals stand out as being worthy of the title. However, Terry J Cooke-Davies , Executive Chairman of Human Systems, has a claim to this title for his work over the past 20 years, culminating in the establishment of benchmarking forums for blue chip companies to discuss and learn the best of project management.

The award commemorates past President Sir Monty Finniston who is remembered with great affection for the way he assisted, guided and inspired other members. This award, the most prestigious of the Association for Project Management’s (APM’s) series of awards is in the direct gift of APM.

This year’s winner is the founder and executive chairman of Human Systems, which exists to help organisations enhance delivery capability and demonstrate results. Through Human Systems’ global client network, Terry Cooke-Davies is in close touch with the best project management practices of more than 100 leading organizations worldwide.

He has influenced thinking in project management for the last 30 years but it was his innovative work on project management benchmarking in the mid 1980s that brought him to the fore of the profession.

He was one of the first to recognise that the project management discipline could not be successful if it were regarded as a single department discipline, but that it had to be part of an organisation’s mix. By the early 1990s he was encouraging businesses to concentrate not on software solutions but to focus on organisational culture - very radical for that time.

Since then he has influenced a great many industry initiatives through his own dynamic thinking. He is an expert adviser for APM, was programme manager for PMI’s OPM3 initiative and a key participant in the UK based research network, ‘Rethinking Project Management’. Mr. Cooke-Davies is an Adjunct Professor at the University of Technology, Sydney, an Honorary Research Fellow at University College, London, and a Fellow of APM.

The Association for Project Management (APM) is the UK’s national body for professional project management. With over 15,000 individual and 390 corporate members throughout the UK and abroad, APM is one of the largest organizations of its kind in Europe. Professor Erling S. Andersen Named International
Editorial Advisor for PM World Today

 

Professor Erling S. Andersen has been named an International Editorial Advisor for PM World Today, the online eJournal published by PMForum.org. Erling Andersen is professor of Project Management and Information Systems at BI Norwegian School of Management, Oslo, Norway.

Professor Andersen holds a Master in Economics from University of Oslo. Before joining BI NSM he was Associate professor in economics at University of Oslo and Dean of NKI College of Computer Science and Professor of Information Science at University of Bergen. He has been a visiting professor to University of Tokyo, Japan and Nanyang Technological University, Singapore.

He has published several books and articles on information technology, systems development, project management and management in general. His book "Goal Directed Project Management" has been translated into several languages.

Founded in 1943, the BI Norwegian School of Management / Handelshøyskolen, BI, is Norway’s leading academic institution in the core areas of economics, management, strategy, marketing, innovation and entrepreneurship. The school has approximately 18,700 active students, of whom approximately half are women. BI’s courses are provided at BI’s main campus at Nydalen in Oslo, in a specially constructed building designed by the architect Niels Torp, and via a countrywide network of 13 study centres that reflect local and regional needs.

BI is also well established overseas and plays a major part in business education in Lithuania and Shanghai, China. BI’s goals are to become one of Europe’s foremost research-based schools of economics and business administration, based on the principle of lifelong learning. In 2005, BI was successfully reaccredited for a further five years by EQUIS, the independent international mark of quality of the European Foundation for Management Development.
