Project Management update from Lisbon

By the end of the first quarter of 2010, the news regarding the state of the economy was not by far encouraging. As a reaction to the external financial and economic crisis, the Portuguese government developed a program aimed at preventing the economy from following the same path as in Greece. This was the so called PEC program (program for stability and growth) currently being implemented and which contains a series of rather unpopular economic measures oriented towards a considerable reduction of investment in the public sector, increasing taxes and freezing salaries in the public sector. Despite these measures, Brussels warns that “more sacrifices” might be required to ensure the survival of the Portuguese economy in the following years.

The unemployment rate has meanwhile reached an historical maximum of 10.6% by the end of the second quarter against 10% in the European Union.

Regarding the major public investments, the new airport of Lisbon and the high speed train (TGV) have been maintained, despite severe criticisms from various economic quadrants that both investments are not feasible as they will sacrifice many other projects of public interest. As an example, REFER EPE (the public company responsible for the railway infrastructures) has seen its investment in projects reduced from 800 000 million Euros down to 200 million Euros, maintaining only a few projects related to the TGV. And even the TGV has been affected, with the connection between Lisbon and Vigo (Spain) being postponed from 2010 to 2012.

Alexandre Rodrigues holds a five-year "licenciate" degree in Systems and Informatics Engineering from the University of Minho (Portugal) and a Ph.D. in Project Management and System Dynamics from the University of Strathclyde (UK). He is a member of the Project Management Institute (PMI®) and a certified Project Management Professional (PMP®), a Chartered Member of the Portuguese Association of Engineering, and a member of the British Association for Project Management (APM). Alexandre was founding president of the PMI Portugal Chapter and is currently a PMI Component Mentor for Central and Northern Europe.
