Project Management Update from Italy

More than 10 years to close a project

An interesting report on infrastructure projects has been published recently in Italy by the Italian Ministry of Economic. The study has analyzed 1,600 medium and large projects funded by the government, learning that the average of a project life is 3796 days, more than ten years, for projects with a budget of 100 million (and up) euro and eight years for a project below 100 millions.

The ten years are divided in three phases: the planning and approval process with an average of four years and up, the bidding process with an average less than a year and the execution phase with almost 50% of the entire schedule.

The main reasons for the extensive process are associated with the long approval procedures, lack of resources in term of funds allocation, and difficulties in the execution phase. In particular, the execution phase incurred conflicts with local administration, unexpected discovery of archeological sites and repeated adjustments or changes of scope.

He is a visiting professor at ABITA - Project Management University of Florence, Italy. Antonello is the author of the project management book, La metodologia dei 12 Step www.lametodologiadei12step.com ,published in Italy by Hoepli in 2008. Antonello has a degree in Economics and Business Administration from the University of Rome “La Sapienza” (1987) and is a graduate of the Executive Program on General Management from the University of Michigan (2002). A member of the “Italian Association of Journalists” since 1987, he is also a member of the Project Management Institute (PMI®) and the American Management Association (AMA).
