Introduction

The month of May provided a great deal of excitement in UK as the country went to the polls to elect a new government.  The outcome was unexpected and will undoubtedly have a major impact on many large and very large projects.  The actual conduct of the election, a long planned but rapid delivery project, is also of significant interest for project managers.  In addition to the election and its fallout, there are also interesting decisions being taken in the energy field to report.

National Elections as Projects

That the country has been heading for an election has been no secret and a date in May had been the odds-on favourite for some time.  It turned out that planners had 6 weeks notice of the actual election date and less than a week to finally issue candidate lists.  So a great deal of contingency based planning had to take place:  remaining elector registration had to be completed, polling station sites identified, electoral officials identified and appointed, equipment purchased, distributed and stored just to identify the most obvious tasks.  More sophisticated tasks that needed to be planned were the arrangements to collect the votes, count them and formally publicise the results…
