The aim of the IPMA Research Awards is to give visibility to excellent researchers and research teams, who put the project management discipline and profession forward. The Young Researcher Award is awarded to an individual researcher up to the age of 30 years. The Research Award is awarded to an individual researcher or a team. In addition to the award winners, the jury may also recognize further outstanding research contributions in each category with the honour IPMA Outstanding Research Contributions.
The IPMA Research Awards 2008 were presented at the IPMA Word Congress in Rome in November to the most excellent researchers in project management.

The Cono Sur Tour is organized every year by the Chapters of the Region 13 Sur of the Project Management Insititute. This year’s tour has just ended, with a total success. Project Managers in the region attended the four events that were hold on Montevideo (Uruguay), Santiago (Chile), Mendoza (Argentina) and Lima (Perú). Speakers from these host countries and also from USA, Costa Rica, Mexico, Colombia, Ecuador and Brazil shared their experiences with an enthusiastic audience always willing to learn more on the practice of the Project Management Profession. Mr. Martin Van Der Schow, Director-at- Large from PMI’s Board of Directors, was present at the tour not only lecturing about PMI’s recent research on the value of Project Management but also holding meetings with leaders of the government, construction, energy and education in our region. Ms. Liliana Butchik, former PMI Mentor for the region and actual member of the PMI Component Mentor Program Member Advisory Group was also part of the Tour. Mr. Victor Villar, Actual PMI Mentor for the Region was a main support for the organization of the Tour and was also present in all its events.

Looking for Project Management Synergy in Spain
Since the last PMI EMEA 2008 Congress celebrated in Malta by last May, all PMI Spain Chapter Leaders (from Barcelona, Valencia and Madrid) were looking for ways to get a national project management event organized in Spain by 2009. Their objective is to make it happen by the last quarter of 2009.
The Spanish Chapters’ membership growth, mainly observed at Madrid Chapter, is generating the need of a Congress where more than seven hundred people and project managers may attend. The Congress team will have representatives from all the Board of Directors from the three PMI Spanish Chapters.

APEC 2008 Forum And More Thinking about the Future of Peru
Lima was challenged by one of the most important summits in the history of Peru: the APEC Forum Summit. Running on the city highways, 21 delegations of the APEC countries were crossing from the airport to the meetings venues and backwards, during all weekend between 21 and 23 November. Including the preparation, it was really a busy month for the country, but finished successfully with important conclusions about the consolidation of a free market economy to fight against the current financial crisis.
Even when the topic originally planned for the event was the fighting against poverty, obviously the global crisis replaced it as the main topic, but at the same time helped to understand how different and urgent scopes can join important and non-urgent scopes, if the general view as a policy construction is taken as a main methodology. Maybe this is why Peru, further than being the host country for the APEC Forum, has been the focus of many debates on how to use the way in which Peru has grown economically in order to make successful other experiences in the developing World.

President YarAdua Launches the ICRC Board
On Thursday, November 27th, President Umaru YarAdua inaugrated a high-powered board led by a former head of state, Chief Ernest Shonekan. ( For purposes of historical accuracy, his proper designation when Chief Shonekan ruled in the interregnum between General Babaginda and general Abacha was Head of Interim National Government.) The Board of the Infrastructure Concession Regulatory Commission (ICRC) is made up of a 12-man team which includes the Secretary to the Government of the Federation, Attorney-General of the Federation, Minister of Finance, and the Governor of Central Bank of Nigeria.

Blow to Zero Carbon Housing Project
According to figures released by the Treasury last week, a £15 million project to build hundreds of new zero-carbon houses has failed after only 15 houses qualified under the Government scheme. The project was announced by Mr Brown, UK Prime Minister in his last Budget as Chancellor of the Exchequer. Under the scheme, Stamp Duty, a Government tax on house sales applied on a sliding scale to properties costing more than £175,000, would be waived for houses meeting Government criteria. Property buyers could save up to £7500 on £250,000 home. The building industry claims the Government specification is simply not practical.

Gone with the Wind at 600MW Speed Green Energy Projects from Sustainable Sources are Speeding Up
Coping with the dramatic and cruel reality of fossil fuel troubles, as they become more and more expensive, hard to find and obtain commercially, and harmful for the environment, municipalities and companies and lately the Government are fast-tracking cash into green energy projects. As in every winter in the northern hemisphere in mainland Europe, Romania relays heavily on the Russian conglomerate Gazprom gas supplies.
According to PM Network publication and based on its verified sources, in 2007 approximately US$148.4 billion amount was spent for the new investment in the worldwide sustainable energy sector, 60 % growth from 2006. Of this US$ 50.2 billion was put to work in wind technology accounting with a portion of only 5.4 % corresponding to worldwide energy supplied from sustainable sources.

High Speed Train in Italy:
3 and 30 minutes between Rome and Milan
On December 14th, the Italian High Speed Trainline program will kick off an important phase: The “Milan-Bologna project“. This event will mark the entry of Italy in the high-speed European railway system.
The new infrastructure has been defined by the CEO of the Italian Railways, Mauro Moretti, "a sort of metro underground of Italy." The map is clear. The speed of the revolution is about to begin. From December 14th, you will be able to travel from Rome to Milan in 3 hours and 30 minutes, Bologna to Milan in 65 minutes, with a new technology and comfortable red and silver train “Frecciarossa”, that was manufactured in Italy. A train will depart every quarter of an hour during the peak hours traveling at 300 km per hour.
The super-train will be in direct competition with the airlines. The new Italian Railway’s slogan is: "To travel fast you do not need to fly."

Government Readies Funds for Infrastructure
In order to ensure that large and crucial infrastructure projects are not held up due to want of funds, the Indian government is planning to set up a Rs 50K crore (US$10billion) special dedicated fund to provide loans to infrastructure projects .This will be for roads, airports, power plants or ports - being developed by private companies as well as by government-private joint ventures.
The proposed fund may be operated through either of the two infrastructure funding agencies - IDFC or the India Infrastructure Finance Company (IIFCL).
Prime Minister Manmohan Singh had recently said expanding investment in infrastructure sector can play an important “counter-cyclical” role in the current situation.

Monthly Report from Ecuador

At the End of 2008
Ecuador during the year 2008 has had dramatic changes in political and economic levelS. It also was a complicated year due to the creation of a new constitution. Ecuador in international politics, at the beginning of this year, broke off diplomatic relations with Colombia. For some analysts, the relationship with Brazil has also been affected by the expulsion of Norberto Odebrecht, a Brazilian construction company, after the stoppage of a hydroelectric power station.
On the economic front, some data indicate that the Country Risk Classification rose in the last three months from 900 to 3150 points. Inflation had increases this year, registering 9.85% in late October. The U.S. ambassador in Ecuador, Heather Hodges, said in a recent interview,
"It seems that there is no more investment from the United States at this time. I do not see investors coming “in reference to the current scenario of the country. In Spain, a recent study shows that Spanish investors will decrease investment in Ecuador due to the legal uncertainty.
The above situation is aggravated by the international recession, the drop in exports and reduction in the price of Ecuadorian oil.

PM Events
There were several seminars and the PMI 3rd National Congress in Brazil was a great surprise. Happening just a couple of weeks after The PMI Global 2008 in São Paulo, we would expect that the audience for the second event would be small. However, the congress staff gathered a couple of topics that were a big hit during the Global and cloned them for the 3rd National as extra activities for those that could not be present during the first one. The event gathered over 800 people in the city of Porto Alegre, in Rio Grande do Sul with several interesting presentations.

From ICT developments to ongoing economic integration efforts, each day is witnessing a step towards one world. Within all of the efforts, there seems to subsist a human desire to live in an equitable, peaceful, democratic, harmonious and sustainable world. Surprisingly, or unnoticeably, the desire could only be achieved, piece-by-piece, and block-by-block, though a thoughtful design, implementation and delivery of successful projects, as they are the smallest business execution units possible to be financed and managed independently.

Projects Culture in Turkey
There are thousands of projects going on in Turkey; since the turn of the millenium it has become fashionable to name every new endeavour a PROJECT in this country. That may sound like music to a PMI'er or an IPMA'er, but only a few of those endeavours are managed as projects. In most cases the team of people who are appointed or volunteer to serve are given the title COMMITTEE; the projects get chartered in ad-hoc fashion, if at all, and the project planning is often treated as a necessary evil to be done with minimum effort.
There is very little monitoring and control, but a tedious amount of reporting, which does little to achieve the cost and scshedule objectives. It is not surprising, then, that most projects overrun their financial and duration budgets, but the end results often meet such long-felt needs that the overruns are forgiven in the euphoria that comes on with the birth of the final product. The incompetent and the guilty are often forgiven in that euphoria.

The PMI Santafe de Bogota Chapter has deployed a large activity during the last half of year 2008. In November it offered a Round Table meeting to its members where the main subject comprised comments from specialists on PMO implementation.
Starting December a lecture was offered where the Board of Directors’ members presented the differences between PMBOK’s Version 4 and Version 3.

Germán Bernate is President of the PMI Santafé de Bogotá Chapter in Bogotá, Colombia. Mr. Bernate holds a degree in Electronic Engineering from the Universidad Distrital Francisco José de Caldas. He is General Manager and Founder of ALMAGESTO Consulting Firm. Mr. Bernate has dedicated 45 years of his professional life to the engineering and software industry in the areas of strategic management, Balanced ScoreCard, and Project Management. He worked for more than thirty years at IBM Colombia, where he assumed a wide range of responsibilities in both technical and management areas. He also worked as a Project Manager at NCR Colombia. Mr. Bernate has managed projects in Banks, government, distribution, communication networks, aerial transport, and retail stores. German has published several books, for instance “El año 2000 al acecho” (2000 Year Coming) cooperates with the Y2K problem. In 2004 Mr. Bernate was a guest speaker at the congress organized by PMI Madrid Chapter, with the lecture “Triunfos y frustraciones de un Gerente de Proyecto en Latinoamérica'” (Triumphs and frustrations of a Project Manager in Latin America). In February 2006 he presented “How to Grow in a Different Environment” at the annual congress of the Association for Strategic Planning - ASP- at Los Angeles, CA. In 1992 Germán won the first award of the fourth edition of the literary contest “Dr. Mariano Zumel” in Madrid, Spain. German is actually working in the fields of Project Management, Strategic Planning and Balanced ScoreCard implementation.
